ORGANIZATIONAL SUMMARY:

USF’s Office of Administrative Services (OAS) is made up of the dedicated people who keep our campus, the equivalent of a medium-sized city, moving forward. This team delivers essential services across USF’s multiple campuses and locations that together total 11 sites, 1,646 acres, 350 buildings, and 12.8 million gross square feet. With responsibilities that include land use and planning, construction and development, maintenance and utilities, custodial and grounds services, parking and the Bull Runner bus system, environmental health and safety, university police, and emergency management; the OAS team has a wide-reaching impact that touches nearly every aspect of the University of South Florida community in support of the university’s mission and strategic plan.

On USF’s Tampa campus, the OAS team performs a broad scope of services that includes processing and completing over 45,000 work orders annually, providing custodial and maintenance services for 83 buildings totaling 4.5 million square feet, managing over 350 construction and renovation projects each year, providing utilities services for 350 buildings totaling 12.8 million square feet, maintaining 20,500 parking spaces across 93 surface lots and 4 garages, operation and maintenance of a fleet of 26 buses, and performing grounds care of 500 acres of space.

The Design and Construction Department is responsible for in-house design and engineering services, major and minor construction and engineering project management, and project reporting.

POSITION SUMMARY:

Are you looking for an exciting opportunity to manage and oversee facilities projects? Join the University of South Florida, a high-impact global research university serving more than 50,000 students, as a Facilities Project Manager II! As part of our team, you’ll be responsible for managing routine to moderately complex capital improvements and serving as USF’s representative with architects, engineers, contractors, and other vendors. You’ll provide oversight, assistance, and professional consultation for projects from needs assessment and project scope to design, construction, and closeout.  Additionally, you’ll communicate regularly with end-users and stakeholders to manage expectations and ensure processes run smoothly. This position also oversees cost containment, scope and schedule, quality and safety of construction, adherence to construction contract deliverables, terms and conditions, and protection of USF’s interests. This role is located in our Campus Planning, Construction, and Development Division or in a similar facilities department. RESPONSIBILITIES:

Responsible for development and monitoring of program and budget for projects. Collaborates with University subject matter experts regarding building code, environmental, engineering, and accessibility requirements.

Managing projects during construction phases. Directs consultants and contractors on construction projects to ensure scope of work is met within established budget and schedule. Interfaces with University departments who provide project support and other services. Develops project budgets and manages construction project finances. Solicits and evaluates vendor proposals. Prepares purchase order requisitions and change orders. Reviews and recommends approval/disapproval of any proposed change to construction contracts. Provides project closeout management services to insure proper close out of construction contracts.

Managing projects during design phases. Directs consultants on projects to ensure quality of design and scope of work is met within the established budget and schedule. Provides technical review of architectural and engineering consultants’ designs, plans and specifications to ensure coordination between trades, compliance with codes and Universitv standards.

Provides consultation to University customers regarding planning, design, and construction process. Communicates regularly with end users to provide updates and guidance on decision points and informing University Leadership as required. Walks University customers through plans and specifications at project design submission milestones.

Assesses existing conditions prior to development of project to determine requirements necessary to meet project requirements and to assist in establishing project budgets. Assists in coordination and planning of future projects, Capital Improvement Plans and implementation of University Strategic Plans.

Performs other duties as assigned.

POSITION QUALIFICATIONS:

MINIMUM:

This mid-level position requires a Bachelor’s degree in an appropriate area of specialization and a minimum of five years of direct and relevant experience, exhibiting the capability of managing basic to moderately complex projects for a variety of customers. Well qualified candidates may be hired in at this level, and Facilities Project Manager I employees may be eligible for reclassification after completing a minimum of 2 years of service with USF, receiving 2 consecutive performance evaluations ranked as Commendable or Exceeds, and demonstrated ability to independently manage progressively more difficult projects/assignments. LEED GA certification required within 12 months of start date.

PREFERRED:

Degree in Architecture or Engineering or Construction Management that would allow the individual to obtain state licensure in the profession of education and minimum five years of practical experience and with a minimum of two years in higher education.

SPECIAL SKILLS/TRAINING:

Capability of independently managing basic to moderately complex projects for a variety of customers.
