Salary:$48,152 – 77,043 USD Annually

Job Summary:Oversees construction administration for City transportation, reclaimed water, stormwater, and sanitary sewer utility engineering projects and work programs. The Administrator will be involved with contract services, administrative functions, and construction management for infrastructure construction, major repair, replacement, and rehabilitation of City capital infrastructure. The position requires independent multitasking with skill and accuracy in compliance with contract requirements. Position reports to the Construction Manager.

Hiring Range:  $48,152.00 – $55,000.00

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Management

•        Effectively manages assignments and priorities to ensure the fulfillment of projects, tasks, and responsibilities

•        Follows suggested procedures to assure the highest standards of risk management, employee safety and risk avoidance

•        Provides guidance and advice to department leaders on more complex projects and assists in the decision-making processes for any field orders, work change directives or change orders

•        Establishes and maintains procedures for tracking, recording, and maintaining project files for Requests for Information (RFI), Submittal Reviews, invoices, correspondence, construction plans, and applications

•        Reviews pay requests, invoices, RFI, change orders, work change directives, and shop drawings

•        Coordinates and communicates construction activities and project status with multiple City departments and outside agencies such as County, State and other utility providers through progress meetings and updates to ensure completion of projects within time frame and budget allowed

•        Ensures project files contain all correspondence related to a project from the estimates and bidding documents through the construction phases, including plans, specifications, change orders, RFI, invoices with back up documentation, and close out materials

Technical

•        Assists in

◦     reviewing of contract documents in pre-bid phase, to ensure that all documents meet City, state and federal codes, guidelines, and standards for design

◦     Project Manager/Engineer of Record in reviewing, compiling, and setting up bid documents being turned over to construction team, during/after bidding process is completed

•        Conducts

◦     site visits on intervals determined by scope and complexity of the project; such visits to include compliance with construction documents, protection of City assets, and general overview of status and condition of the project

◦     periodic reviews of file maintenance for maintaining contract documents, forms, design standards, technical specifications, and standard construction operating procedures

◦     Attends all inspection staff meetings and participates in updates and project decisions

•        Coordinates

◦     appropriate filing of product testing results as performed under contract documents

◦     close out phase and asset management data transfer from the Engineering Services Department to stakeholder departments upon completion of projects

◦     reports and communicates the status of a project, to project customers and stakeholders; routing project deliverables for staff comment and review

◦     completion of project tasks for substantial completion of project with project team members and stakeholders

◦     and assists with setting up, executing, and documenting the required progress meetings

◦     turnover of all Operational Maintenance Manuals to appropriate stakeholder

•        Maintains detailed records and accounts of all warranty issues and repair work performed under City’s contract guidelines

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.

MINIMUM QUALIFICATIONS

Education and Experience:

•        Associate’s Degree in Construction Management, Engineering, or related field (Bachelor’s Degree preferred), and at least four (4) years of progressive responsibility in managing engineering projects task

•        Excellent oral and written communications skills

•        Proficiency in business software including spreadsheet and database applications

•        Valid Driver’s License

Knowledge, Skills, and Abilities:

•        Working knowledge and experience in

•        construction terminology, techniques, and procedures, including the ability to read and understand complex construction documents and plans

•        engineering and regulatory standards and construction methods for sanitary sewer collection, reclaim water distribution, wastewater treatment, transportation, and drainage systems

•        Capital Improvement Project (CIP) construction procedures, requirements, and contract terminology

•        Annual Purchase Agreement contract, construction procedures, requirements, and contract terminology

•        Ability to interact with the public in a professional manner

•        Proficient in Microsoft Office Applications

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS

Work Environment: 75% inside a climate-controlled building; 25% outside which includes driving.

Physical Requirements: The essential functions of the job require sitting approximately four (4) hours per day, standing approximately two (2) hours per day, and walking approximately two (2) hours per day. Mobility to work in a typical office setting, ability to use standard office equipment and stamina to sit for extended periods of time; vision to read printed materials; hearing and speech to communicate in person or over the telephone; tolerance to exposure to traffic conditions and external environment when traveling from office to construction site. The job may also require: bending/stooping, climbing, with occasional: crawling, fine manipulations, kneeling, grasping, reaching, and lifting/carrying objects weighing up to 15 pounds. On rare occasions the work requires: pulling/pushing, repetitive motion, and lifting/carrying objects up to 45 pounds.

Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation in person and on the telephone. Speaking: Ability to communicate orally with others in person and on the telephone. Seeing: Ability to see and read maps, blueprints, computer monitor screens, operate vehicle, detect color-coding, and read fine print.

Technology: The work requires ability to operate telephones, GPS locating devices, smart phones, tablets, photocopiers, printers, desktop, laptop computers, calculators, and all associated software.
