Join our team as a Project Coordinator III – ELAMP!
This role involves responsible project coordination and administrative work assisting in the implementation of the County’s Environmental Land Acquisition and Management Program (ELAMP).
Essential Job Functions
Works under the direction of the Natural Resources Conservation Division Manager and provides assistance to ELAMP and the Natural Resources Regulatory Programs. Assists in making recommendations relating to acquisition of lands or interest desired by Pasco County. Gives input on the programs annual budget. Prepares reports for the BOCC. Monitors the progress and time frames of environmental lands acquisitions or related land acquisition activities. Assists in the development or real estate policies and procedures governing environmental land acquisition and management or related interests, appraisals and title company services and coordinates same with appropriate departments or approved independent agents for final approval of the BOCC. Facilitates the parcel evaluation process with the ELASC. Assist with the recommended properties for the acquisition to the BOCC and the appraisal selection process, appraisal review and final value determination. Assists with the procurement and administration of grants pertaining to acquisitions and management of said acquisitions. Assist with the negotiations and purchase of real property with landowners or works with the independent agent chosen or that purpose. Works with the Real Estate Division and the County Attorney’s office on the legal aspects of acquisitions and closing.

Responsible for drafting and entering Board agenda items, drafting and processing task orders, updating performance management metrics, and obtaining quotes and otherwise coordinating purchasing requirements for contractors, including appraisers, environmental consultants, and other vendors as necessary. Independently researches and assembles contracts, reports, and data. Coordinates with partner agencies and nonprofit organizations. Assists with Requests for Legal Services and coordination and follow up with the County Attorney’s Office. Assists with budget preparation and planning, grant coordination and contract management, and may assist with special event coordination. Drafts, proofreads, and processes reports, letters, and documents for signature. Follows up to ensure timely results. Takes minutes of conferences, meetings, or other functions. Assembles agenda for meetings. Sets up and maintains files in an accepted manner. Use software including Civic Clerk, Pasco Mapper, GIS, ProLaw, Teams, and other programs used by the Department.

Acts as a liaison to individuals, the ELASC, governmental entities and other organization and firms regarding acquisition projects and programs. Develops outreach and educational programs and materials. Attends meetings, public hearings, workshops, educational programs and materials. Attends meetings, public hearings, workshops, conferences and seminars as necessary to accomplish and implement assigned duties.

Minimum Requirements

PHYSICAL SKILLS: Ability to communicate effectively using verbal, written, and visual communication.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with an Associate degree in Natural Resources, Parks and Recreation, Public Administration or a related field and four (4) years’ of relevant experience OR graduation from high school or possession of an acceptable equivalency diploma and six (6) years’ of experience.
