ORGANIZATIONAL SUMMARY:

Innovative Education (In Ed) meets the needs of learners any time and any place through innovative distance learning, continuing education, degree completion, certificate, workforce development, lifelong learning, and pre-college programs. In Ed contributes to student success by collaborating with faculty, teaching assistants and academic administrators to strengthen the quality and breadth of USF’s educational offerings, and by providing a variety of academic services, including online teaching workshops, consultations and instructional technology support. In Ed aligns with the goals stated in the USF Strategic Plan, including the desire to increase enrollments, improve the university’s degree completion rate, and develop and nurture public-private partnerships designed to generate new revenue and ensure institutional financial security. lnEd is committed to contributing to student success, supporting teaching, generating new revenue, and establishing a reputation for innovation and quality that distinguishes USF from its competition. The Office of Corporate Training and Professional Education (CTPE) falls under Innovative Education and it is the office that exists to augment the for credit part of the university and offers non credit courses and training for those professionals that are looking to reskill or upskill. CTPE functions are multi layered and highly complex. The 3 main areas that CTPE operates in are Open Enrollment, Corporate (Captive Sessions) and Registration Support for the entire university for all non credit activities.

POSITION SUMMARY:

The Project Manager II is responsible for the overall management, direction, coaching and execution of highly complex and strategic in nature projects to include contracts, networks, tool implementations, consortium, research and more that support CTPE, In Ed and the overall mission, vision and strategic plan of the university. This position is responsible for all aspects of the project life cycle: planning, scope definition, design, execution, and delivery, including assembling the project team, assigning responsibilities, and managing schedules and resources to ensure timely completion of assigned projects. The position ensures that the institution meets the requirements of the project(s) including all operational requisites and will oversee all projects from inception to implementation, until those can be rolled into daily operations. Staff Reporting to this position: Multiple – depending on the scope of the project. Project Manager II will use a matrix project organization approach and will draw team members from various lines or functional units of the hierarchical organizational structure in an effort to gather a multidisciplinary team for each project. The staff reporting to the Project Manager II will significantly vary between projects and a large number of employees ranging from student employees to staff, administrative staff, to include Senior Director level, would have a dotted line of reporting to this position for the duration of any project.

RESPONSIBILITIES:

Overall Management of Projects: Develop project plan which defines resources, timeliness, stakeholders, and deliverables. Establish effective project communication plans and ensure their execution. Ensure that all projects are delivered on-time, within scope and within budget.Define the project scope and objectives, involving all relevant internal stakeholders and ensuring technical feasibility. Assemble the project team of relevant staff to ensure satisfactory delivery of assigned projects. Identifies staff competencies and assigns resources to project tasks appropriate to each Individual’s knowledge, skill, and abilities. Develop a detailed project plan to monitor and track progress. Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques. Collaborate with other department leaders to define, prioritize, and develop projects. Draft new and improving existing project management office policies and processes. Submit project deliverables and ensuring that they adhere to quality standards. Coordinate with cross-discipline team members to make sure that all parties are on track with project requirements, deadlines, and schedules.

Project Direction: Establish and maintain relationships with third parties/vendors. Meet budgetary objectives and make adjustments to project constraints based on financial analysis. Develop spreadsheets, diagrams and process maps to document needs. Meet with project team members to identify and resolve issues.

Implementation: Responsible and accountable for the successful execution of the implementation phase. Coordinate the development of user manuals, training materials, and other documents as needed to enable successful implementation and turnover of the process or system to the clients. Manage customer satisfaction within the project transition period. Conduct post-project evaluation and identifying successful and unsuccessful project elements. Provide data analysis and summary of outcomes.

POSITION QUALIFICATIONS:

MINIMUM:

This position requires a Bachelor’s degree in a related field and 4 years of project management experience; or a Master’s degree in a related field and 2 years of project management experience. Some positions may require project management certification.

PREFERRED:

Bachelor’s degree and 6 years of proven Project Management experience. Must be able to demonstrate leading and influencing of projects I Tools: PowerBI, Trello, SharePoint, MS Office, SQL, Teams, Hubspot I Certifications: Project Management or Agile / Certified Scrum Master I Ability to work as part of a team and to build collaborative relationships, accept, advocate for and promote change, innovation and process improvement. Oral and written communication skills are a must. Ability to identify and seek needed information/research skms. Technical, mathematical, and project scheduling skills. Data Analytics – Project management – Product/Program Management – Process Improvement skills.
