POSITION DESCRIPTION:  Assists in performing right of way support which includes Work Program, and records and funds management to include processing of invoices in My Florida Market Place and P-cards, encumbering and de-encumbering funds for right of way staff, and warrant management. Assists in public records requests and related inquiries. Participates in Quality Control reviews. Ensures data is entered into the Right of Way Management System (RWMS). Reviews invoices.

Assists with addressing and resolving issues.

Ensures conformance with applicable laws, rules, regulations policies and procedures.

KNOWLEDGE, SKILLS AND ABILITIES: SKILLED IN EFFECTIVE WRITTEN AND ORAL COMMUNICATIONS. SKILLED IN THE USE OF PERSONAL COMPUTERS, INCLUDING A WORKING KNOWLEDGE OF WORD PROCESSING AND SPREADSHEET SOFTWARE. ABILITY TO LEARN FLORIDA STATE AND LOCAL REAL ESTATE LAWS AND REGULATIONS, AND REAL ESTATE APPRAISAL AND FINANCE PRINCIPLES AND PRACTICES. ABILITY TO MAINTAIN EXCELLENT INTERPERSONAL RELATIONSHIPS. ABILITY TO ANALYZE, INTERPRET, AND IMPLEMENT APPROPRIATE STATUTORY AND PROCEDURE REQUIREMENTS. ABILITY TO EFFECTIVELY PLAN, ORGANIZE, AND WORK INDEPENDENTLY. ABILITY TO MAKE DECISIONS AND MEET DEADLINES.

OTHER JOB RELATED REQUIREMENTS: This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller’s rules and Department of Transportation’s invoice processing and warrant distribution procedures.

MINIMUM QUALIFICATIONS: A bachelor’s degree from an accredited college or university or an associate’s degree from an accredited college or university and two (2) years of real estate experience defined as professional or technical experience in right of way administration, land management, abstract and title work, property management, retail sales, or the sale, acquisition or appraisal of real estate/other related business experience, or a high school diploma or its equivalent and four (4) years of real estate experience as defined above.
