SUMMARY:
The Manager, Information Technology (IT), Web Applications and Data Analytics, will coordinate all aspects of web applications, reporting and development within the IT Division. The Manager, IT, Web Applications and Data Analytics, under the direction of the General Manager of IT, will organize and coordinate the performance of the Web Applications and Data Analytics Team.
SUPERVISORY EXPECTATIONS:
Manage assigned clerical staff and subordinate professional personnel in one or more sections of the department. Take responsibility for the overall direction, coordination, and evaluation of assigned teams. Carry out supervisory responsibilities in accordance with the district’s policies and applicable state and federal laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
SPECIFIC DUTIES & RESPONSIBILITIES:
- Oversees the Web Applications and Data Analytics team responsible for the installation, configuration, upgrade, administration, monitoring, and maintenance of the various databases hosted by the organization.
- Oversees the Data Analytics and Business Intelligence team, ensuring the development, administration, and support of the technologies that enable data-driven decision-making.
- Leads end-to-end process and methods supporting all areas of business intelligence delivery to increase quality of dashboard reporting.
- Ensures that all work product developed is maintainable, configurable, and that all processes are well documented.
- Manages maintenance and enhancement of existing web applications for additional features, architectural improvements, web application security best practices, and operational excellence.
- Collaborates with customers to capture, analyze, and document business and functional requirements.
- Collaborates with Process Excellence personnel to identify and implement process improvements.
- Manages entire projects through analysis, design, and build, including across functional resource teams if needed.
- Directs project development processes in adherence with the SDLC (systems development life cycle), including planning and monitoring development efforts, reviewing deliverables, and communicating status to both management and customers.
- Collaborates with the information security and privacy function to ensure delivery of secure solutions to customers.
- Works with team and PMO (project management office) to manage and prioritize development projects and enhancement and maintenance requests.
- Enforces adherence to processes and mentor team members to grow into new roles and responsibilities.
- Establishes a data governance model for the organization and leads data governance council. Participates in related IT Governance Council meetings as necessary.
- Reviews policies and procedures in order to make recommendations to improve upon and standardize the processes.
- Inspects and analyzes operations within the area of assignment to take action to continuously improve procedures, services, and support to schools and work locations.
- Conducts training of employees in the procedures and techniques required in the department. Assists staff by providing technical guidance and direction.
- Establishes cooperative relationships with district departments, employees, and suppliers effectively communicating and interpreting policies and procedures as necessary.
- Identifies and resolves departmental issues with reference to higher authority as may be required for corrective action.
- Assists in the preparation and issuance of various internal monthly and annual reports that accurately represent the department activities.
- Represents the department at meetings with other school district departments, suppliers, and other public agencies pertaining to the division.
- Performs any other duties as assigned.

QUALIFICATIONS:
The requirements listed below are representative of the knowledge, skill, and/or ability required to perform this job successfully.
Education: A master’s degree. Degree or formal training in information technology related field, business, finance, engineering, or computer science is preferred.
Experience: Five (5) to eight (8) years of increasingly responsible experience in information technology, with three (3) years of related management or supervisory experience preferred. Background/experience with programming, database, and/or data analytics preferred. Advanced organizational and analytical skills (quantitative and qualitative). Knowledge of current web innovations, technologies and best practices in web design, usability and accessibility, and web application security concepts. Practical experience with project lifecycles, source code management, and code reviews. Knowledge of data privacy laws and practices (e.g., FERPA, COPPA). Experience in public school administration, public school district administration, or other large diverse organizations preferred. Verified Information Technology experience may be substituted for the master’s education requirement on a basis of two years of experience for each year of the educational requirement.
Certificates/Licenses/Registrations: Certification in related technical field preferred.
Language Skills: Reads and interprets general business and professional journals, technical procedures, or regulations. Writes reports, correspondence, and manuals. Effectively presents and responds to questions from managers and the public.
Mathematical Skills: Works with math concepts such as probability and statistical inference, and fundamentals of geometry and trigonometry. Applies concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability: Solves practical problems and deals with a variety of concrete variables in situations where only limited standardization exists. Interprets a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills: Microsoft Office
