This is intermediate level professional Human Resources position with emphasis in employee benefit programs, including some accounting and financial analysis. Work includes, but is not limited to, reconciliation and reporting of group insurance plan costs and payroll deductions including federal compliance reporting; participating in the City’s insurance renewal and budget processes; determining benefit eligibility; working with insurance carriers; and providing excellent customer service to the City’s employees and retirees including presenting plan options and benefits during new employee orientation. Work involves use of a HRMS software system, including data entry, validation and reconciliation through reporting and research; troubleshooting enrollment issues, calculating arrears and maintenance testing; and competently interpreting and communicating City policies, benefit plan provisions and applicable laws and regulations. An employee in this class will be required to properly plan and schedule time in order to meet deadlines; adapt to changing priorities and conditions; and work closely with other division and City personnel.

Minimum Qualifications. Applicants must:
· Have a valid Bachelor’s degree –or– have a valid high school diploma or GED equivalency supplemented by five (5) or more years of human resources work experience.
· Have prior experience in the use of HRMS software systems and be proficient in the use of Microsoft Office applications with emphasis on Word and Excel.
· Have excellent interpersonal skills and be able to communicate clearly and concisely, orally and in writing.
· Be able to independently plan and schedule time to meet deadlines and adapt to changing priorities.
· Be able to analyze and successfully resolve technical and administrative problems.
· Have prior experience providing customer service.
· Possess the presentation and communication skills necessary to lead, educate, and collaborate with various stakeholders.
Desirable Qualifications. Preferred applicants:
· Have prior experience in Human Resources, particularly with group benefit plan administration.
· Are proficient in the use and operation of HRMS systems, preferably Oracle eBusiness Suite.
· Have prior experience in the development, implementation and maintenance of processes and procedures.
· Are familiar with spreadsheet and basic financial concepts.
