Job Overview
Performs outreach and community relations duties utilizing a wide range of activities to build and foster relationships that will engage and educate the community about Hillsborough County Services, programs and initiatives.
Ideal Candidate
- Skilled in developing and managing comprehensive communications plans to support department initiatives
- Experienced in verbal and preparing written communications including presentations, reports, etc.
- Experienced in compiling and interpreting data for reports for various projects and events
- Experience in working outreach and special events that support vulnerable populations
- Experienced in working directly with vulnerable populations
- Strong background in working with managing complex customer service cases
- Experience in human services resources in the community – continuum of care for homelessness, human services, and affordable housing resources.
- Experienced in budget management for projects, data validation and reporting, and technical documentation.
- Skilled in collaborating with external and internal partners on special projects and events
- Proven ability to collaborate across internal departments to achieve organizational goals.
- Experienced interfacing with external agencies that support vulnerable populations
- Graduation from an accredited four-year degree granting college or university; AND
- Three years of experience in community outreach coordination, planning and implementing or managing community relations or community education/outreach programs; OR
- An equivalent combination of education (not less than a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.Formulates comprehensive program plans and strategies pertaining to developing and improving community relations.Coordinates studies to determine program priorities relative to fund utilization and resource allocation.Conducts pertinent statistical research and program analysis for community outreach activities planning to promote a positive informative relationship between county government and the community.Provides liaison and coordinates with other branches/sections within own organization and external agencies/departments to ensure flow of information and services; interprets and explains applicable regulations, functions and procedures.May prepare written and visual presentations to staff, citizen’s groups, and community organizations.Conducts outreach through community events, community-based agencies and organizations.Compiles data and participates in preparing statistical analyses and reports of activities and achievements.May supervise and participate in the hiring of subordinate staff personnel engaged in program development, administration, and evaluation.Performs other related duties as required. |

Emergency Management Responsibilities
In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
