Job Description
PRIMARY PURPOSE:
The Oracle Reporting Analyst position specializes in designing, building, and maintaining data reports and dashboards within Oracle Cloud ERP/HCM. The position serves as a critical bridge between IT and business functions by transforming raw data into actionable insights across financials,and human resources. Responsibilities encompass the use of Oracle Cloud reporting tools including Oracle BI Publisher for Fusion Human Capital Management, OTBI (Oracle Transactional Business Intelligence), Microsoft Power BI, and Fusion Data Intelligence (formerly Fusion Analytics Warehouse).
The Oracle Reporting Analyst is responsible for developing custom reports and optimize existing reports within Oracle Report Writer for the Oracle Cloud ERP system. This role partners with functional and technical stakeholders and subject matter experts to gather reporting requirements and translate them into well-structured, accurate, and timely BI Publisher reports that support business operations, compliance, and decision-making. This role does not own reporting architecture, data models, or enterprise reporting strategy.

Responsibilities
PRIMARY JOB DUTIES:
BI Publisher Report Development and Maintenance (55%)
- Design, develop, test, and maintain Oracle BI Publisher reports using SQL data templates, RTF layouts (PDF, Excel, Word, etc.), and bursting definitions
- Design, develop, and maintain reports and dashboards using OTBI, Microsoft Power BI, BI Publisher, and Fusion Data Intelligence
- Modify existing BI Publisher reports to meet changing business or compliance needs
- Use effective formatting, parameters, prompts, and layouts to ensure reports are clear, usable, and consistent
- Validate report output for accuracy, completeness, and alignment with source data
- Ensure reports are delivered on schedule and function as intended in test and production environments
Requirements Gathering and Collaboration (20%)
- Meet with functional stakeholders to understand reporting needs and data requirements
- Translate business requirements into technical BI Publisher specifications
- Clarify data sources, filters, and expected outputs with customers and technical peers
- Collaborate with senior developers, analysts, and functional leads on reporting prioritization
Data Integrity, Access, and Environment Support (15%)
- Support report security, role-based access, and data privacy standards within Oracle environments
- Assist with report migrations, updates, and validations across environments
- Monitor report execution issues and coordinate resolution with technical teams
- Maintain awareness of Oracle HCM data structures relevant to reporting
Documentation and User Support (7%)
- Create and maintain documentation for BI Publisher reports, including purpose, parameters, and data sources
- Respond to basic questions about report access, content, and usage
- Maintain inventory of supported BI Publisher reports
Continuous Learning and Improvement (3%)
- Build proficiency in Oracle BI Publisher features and best practices
- Identify opportunities to improve report usability, performance, or maintainability
- Stay current on Oracle reporting standards and organizational guidelines
Qualifications
MINIMUM QUALIFICATIONS:
Bachelor’s degree in Information Technology, Computer Science, Business Analytics, or IT related field and four years of experience in report development or data reporting; OR seven years of experience in report development or data reporting or a combination of relevant experience and education.
Degree Equivalency Clause: Four years of direct experience for a bachelor’s degree.

• Related work experience may not substitute for any required licensure, certification, or registration required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment.
• Minimum Qualifications that require a high school diploma are exempt from SB 1310.
TECHNICAL SKILLS:
Required:
- Oracle Tools: Proficiency in OTBI, BI Publisher, Microsoft Power BI, HCM Extracts, and BICC (BI Cloud Connector).
- Database & Querying: Strong knowledge of SQL and PL/SQL.
Preferred:
- Functional Modules: Deep understanding of data models in Oracle Finance, and/or Human Capital Management (HCM).
- Experience with Oracle Data Integrator (ODI) and Oracle Integration Cloud (OIC).
- Experience in Oracle GenAI, Oracle Cloud Infrastructure (OCI) services for AI, such as OCI Data Science, OCI Vision, and OCI Language and Microsoft Azure.
INDUSTRY KNOWLEDGE:
- 3 to 4 years of experience in Business intelligence concepts and operational reporting.
- Proficiency in data visualization, dashboard creation, and data source integration.
- Data governance principles and organizational data privacy standards.
