ORGANIZATIONAL SUMMARY:
The University Treasurer’s Office manages the University investment portfolio, debt portfolio and derivatives portfolio, and provides oversight to the 10 USF investment portfolios. The Treasurer develops and maintains compliance with USF finance policies. The Treasurer, as Executive Director, also manages the USF Financing Corporation and Property Corporation. The Treasurer manages debt capacity and credit risks for the University, relationships with the Boards of Directors, structures and manages new debt programs, and manages relationships with credit rating agencies, bond counsel, financial advisors, banks, and underwriters.

POSITION SUMMARY:
The Accountant is a professional position and key member of the USF Treasury Department. The Accountant is responsible for the accounting and auditing function of the Treasury Department, performing accounting tasks of a moderately complex nature and providing other financial and administrative support for the Treasury Department, USF Financing Corporation and USF Property Corporation. This position assists in the development of the audited financial statements of the USF Financing Corporation and USF Property Corporation.

RESPONSIBILITIES:
Records accounting transactions and activities in compliance with Generally Accepted Accounting Principles (GAAP).
* Prepares/reviews/analyzes journal entries
* Prepares financial reports, worksheets and accounting summaries using FAST, Excel, etc.
* Creates and maintains necessary spreadsheets or databases for supporting documentation and auditing purposes
Supports the Treasury Department?s Effective Control Environment by recommending appropriate accounting and financial controls to be implemented to ensure compliance with applicable accounting guidance, federal and state regulations and USF policies and procedures.

Assists in the administration of major treasury programs.
* Monitors cash flows and financial forecasts to help in financial planning and identifying trends in cash flows
* Assists in the collection of revenues and payment of debt service by preparing spreadsheets, invoices, requisitions, etc.

Responsible for reconciliation of all bank and auxiliary accounts managed by the department and USF Financing Corporation.
* Assists in the reconciliation of the trial balance/general ledger
* Performs detailed analysis of all accounts, identifies discrepancies, and provides recommendations

Assists in the preparation of various financial reports, as well as the other annual reports, such as continuing disclosure reports, the annual operating budget, credit rating agency (Moody’s and Standard & Poor’s) reports, and annual DSO certifications summary report.

Provides support to the USF Investment Committee, USF Financing Corporation/Property Corporation Boards of Directors, and other committees as appropriate, including preparing and organizing materials, taking minutes/notes, and other administrative duties.

Performs other duties as assigned, including special projects to further the mission of the department and University.

POSITION QUALIFICATIONS:
MINIMUM:

This position requires a Bachelor’s degree in Accounting and one year of related experience, or a Master’s degree in Accounting or Business Administration (with appropriate Accounting preparation and coursework.) The bachelor’s degree is a minimum educational requirement for this position, and cannot be waived.

PREFERRED:
Accounting experience: knowledge of financial statements, preparing journal entries, and performing account reconciliations.
Strong analytical and problem solving skills; high attention to detail and accuracy.
Excellent verbal and written communication skills.
Highly skilled in Microsoft programs including Excel, Word, Outlook and PowerPoint.
Strong interpersonal skills, ability to work independently and with a team.
