This is responsible, professional, and supervisory work in the Stormwater, Pavement and Traffic Operations Department, coordinating all administrative services, including fiscal, payroll, personnel related functions, procurement, cost accounting, financial reporting, and budget support services. Work involves the direction of professional and clerical employees, including the selection, placement, promotion, training, discipline, safety, and performance-based evaluation of these assigned employees. Work includes preparing and presenting recommendations and reports to resolve operational and administrative challenges; evaluating the department budget and making informed budget recommendations; continuously monitoring and directing the adjustment of department expenditures, including the CIP funding plan, bond financing and drawdowns from multiple funding sources, to maximize resources and minimize borrowing needs; and evaluating related utility management and infrastructure, including evaluating and implementing utility rates. Work also involves developing documents for City Council approval; managing and facilitating large procurements; managing relationships with other City departments, including Finance, Budget and Procurement, Human Resources, Public Works and Legal; and developing and implementing policies, programs, and procedures to provide the most effective and efficient services to internal and external customers. Work requires the exercise of considerable judgment, discretion, and tact to effectively work with outside organizations, contractors, citizens, neighborhood associations, and local businesses, as well as City employees and officials.

Minimum Qualifications.
Applicants must:

  • Have a valid Bachelor’s degree or a valid high school diploma or GED equivalency combined with significant relative experience.
  • Possess and continue to maintain a valid Driver License.
  • Have progressive experience preferably in project and fiscal management in a public works environment.
  • Have prior administrative experience providing budget, fiscal and/or personnel management services.
  • Have supervisory experience.
  • Be skilled in the use of computers and business software such as Microsoft Word and Excel.
  • Be able to communicate effectively, clearly, and concisely, orally and in writing.
  • Acknowledge this position is designated as Emergency Critical (EC) and if hired into the position, an applicant must be immediately available to the department before, during, and after a declared emergency and/or disaster.

Desirable Qualifications. Preferred Applicants:

  • Have considerable experience using modern computer budget and financial software applications, such as Oracle eBusiness.
  • Have considerable experience providing both fiscal and personnel management services for a large organization, preferably related to public utilities.
  • Have knowledge of public utilities infrastructure and operations, preferably related to stormwater, pavement, and traffic operations.
  • Have considerable knowledge related to public works project development, implementation, and coordination, including the funding.
  • Have experience and knowledge of capital improvement project planning and funding.
