JOB SUMMARY: This is a Senior Appraiser position with the Department of Revenue, Property Tax Oversight program. This work is appraising real property to determine it’s just or market value for assessment purposes in accordance with prescribed guidelines. The incumbent will research, compile and analyze market, cost and income data in the development of estimates of value. The Property Tax Oversight Program’s mission is to ensure fair and equitable administration; aid and assist Local Governments; and be accessible and responsive to Florida citizens. Our Vision is to ensure that all Florida counties will administer property taxes in a fair, uniform and informative manner. Examples of work include but are not limited to: appraise real property, improved and vacant, to determine fair market value; inspects property, considering factors such as market value, location and building or replacement costs, to determine appraisal value; assesses and computes taxes according to prescribed tax tables and schedules; writes and submits appraisal and tax reports for public record; interprets property laws, formulates operational policies, and directs assessment office activities; considers such factors as depreciation, value comparison of similar property, and income potential, when computing final estimation of property value; inspects property for construction, condition, and functional design and takes property measurements; considers location and trends or impending changes that could influence future value of property; interviews persons familiar with property and immediate surroundings, such as contractors, homeowners, and other Realtors to obtain pertinent information; prepares written reports, utilizing data collected, and submits reports to corroborate value established; searches public records for transactions, such as sales, leases and assessments; photographs interiors and exteriors of property to assist in estimating property value, to substantiate finding, and to complete appraisal report.
MINIMUM JOB REQUIREMENTS:
EDUCATION AND EXPERIENCE:
- Minimum of 4 years of mass or fee appraisal experience which must include the appraisal of commercial properties.
- Experience collecting and analyzing large quantities of sale, income and expense data.
- Experience in the application of multiple approaches to value and proper real property appraisal methodology.
- Experience with software such as Microsoft Word, Access & Excel to compile, interpret, analyze and display valuation data.
- Experience to provide training to small groups of professionals.
- Experience to competently review appraisal work of others.
PREFERENCES:
- Preference will be given to those applicants whom are State Certified General Appraisers.
- Completion of International Association of Assessing Officers, or Appraisal Institute courses.
- Work experience in mass appraisal.
- Certified Florida Evaluator (CFE) designation.
