Job Overview:
Supports THA Affordable Housing Program compliance by offering documented guidance to RAD property management team on HUD regulation updates; providing oversight of policies and procedures; and ensuring that THA housing portfolios are operating according to the management plan. Assists the Agency with maximizing cash flow while preserving assets; achieving budgeted NOI and 100% LIHTC compliance; providing a quality living environment for residents; and establishing a positive working environment for property management team members.
Responsibilities and Essential Duties:
- Conducts comprehensive on-site reviews of LIHTC properties to observe and document physical conditions and operating practices to include but not limited to review of: curb appeal, status of improvement projects, safety inspections, expense approvals, and personnel issues.
- Coordinate and collaborate as necessary with developers, syndicators, investors, lenders, and 3rd party management entities.
- Respond to queries from properties and tenants by phone or email in a timely fashion.
- Be prepared to promptly and courteously answer questions on available properties, schedule property tours, submit resident maintenance requests, and address other property related questions.
- Assist property management team with marketing, advertising, social media, and showing of properties to perspective residents.
- Provide leasing team support including collecting applications, screenings, typing up leases, new resident move-ins, and completing lease audits.
- Effectively maintain and present property characteristic information, and respond to questions from groups of executives, investors, lenders, and partners. Assist operation, acquisition, marketing, and finance teams with special projects as needed.
- Complete an Annual inspection of the property and market-ready units.
- Perform record retention and retrieval activities and coordinate the transition and integration of File Vision in the work- flow for assigned properties.
- Supervise departmental safety and risk management functions including coordinating monthly property safety meetings.
- Review resident retention programs, in efforts to continue to meet residents needs and improve retention.
- Monitor and direct service operations to ensure service requests are completed within 24 hours and curb appeal standards are met
- Review and reconcile purchase orders and expenditures related to dwelling unit readiness and all other property expenses.
- Update department’s internet and intranet websites with new and revised content as needed.
- Provide excellent customer service and display courteous and professional attitude toward all residents at all community functions.
- Provide reports to Asset Management operations and perform other duties when requested or assigned by the Director of Asset Management.
Required Qualifications:
Education level:
- Bachelor’s Degree in Business Administration, Social Science, or related field
Experience:
- Four (4) years of progressively responsible experience in budgeting, purchasing, Property Programs Compliance, or related field.
Specific skills:
- Proficiency in Microsoft Excel, Word, PowerPoint, and Outlook.
- Excellent verbal and written communication and organizational skills.

Physical abilities:
- Must be able to remain in a stationary position 50% of the time.
- Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
- Clarity of vision at 20 inches or less. Ability to judge distances and spatial relationships to see objects where and as they actually are.
- Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer
Certifications:
- Prefers Certified Housing Manager or ability to acquire within one (1) year of hire.
- Prefers Housing Credit Professional.
- Prefers Low Income Housing Tax Credit Professional, HCCP or SHCM (within 24 months of hire).
Licenses:
- Valid Florida Driver’s License.
- Insurable under the agency’s insurance policy
