ORGANIZATIONAL SUMMARY:

The Facilities Management Division implements USF System’s programs through the development of policies and procedures in coordination with USF System institutions (USF Tampa, Health, St. Petersburg, and USF Sarasota-Manatee) as well as through strategic initiatives designed to realize the goals and objectives of each institution. Six (6) departments make up Facilities Management: Planning & Space management, Environmental Health & Safety, and Emergency Management, they have system wide responsibility. Design & Construction, Operations and Maintenance, Plant Operations and Building & Campus Services all have local responsibilities on the USF Tampa and USF Health campuses.

POSITION SUMMARY:

The Assistant Director provides all aspects of management, direction, and planning for the daily operations of Building Services within the Services Department of the Facilities Management Division. Building Services provides custodial services for 73 buildings (4.5 million SF) on the Tampa campus. This work is performed by 190 personnel working three shifts Monday-Friday. Additional coverage is provided for high activity buildings on weekends and holidays. Facilities Management personnel are designated as essential and provide support for the University during emergencies, i.e. hurricanes. This position works closely with the Director and the Facilities Management team to inform, update and make recommendations to senior leadership and the University Board of Trustees relating to the Services Department. The Assistant Director will develop and nurture both external and internal client relationships, as well as represent the Department on related matters within USF, throughout the State University System, and with the industry. The position will provide leadership and guidance to the Building Services management team, make recommendations on goals and policies, and assist in developing and implementing both short and long-term initiatives.

RESPONSIBILITIES :

· Manage all aspects of Building Services within the Services Department.
· Ensure that the goals and objectives of the Division, University, and Board of Trustees are communicated and achieved for the Services Department.
· Supervise exempt and non-exempt staff and provide managerial direction in matters relating to: unit goal setting and accountability measures; hiring, performance management including discipline, grievance resolution, etc.; fiscal accountability and record keeping; budgeting; planning; etc.
· Manage the budget and inventory; assist with preparing and submitting annual operating budgets; administer E&G, auxiliary, and overhead accounts.
· C ollaborate and communicate with university administrators, college deans, academic departments and Facilities Managers to update, share and improve Facilities Management Division procedures. Interpret applicable federal, state, and local regulations and rules. Provide leadership in development of University policies.
· Establish and support the Services Department policies and practices, i.e., performance management, professional development, and employee recognition initiatives.
· Perform additional duties as required.

POSITION QUALIFICATIONS: 

MINIMUM :

This position requires a Bachelor’s degree with a minimum of three years related exempt experience or a Master’s degree with a minimum of one year of related exempt experience.

PREFERRED :

Preferred candidates will have experience managing in the same or related industries that the position will oversee. Experience in implementing operational improvement processes, budget or financial practices, and development of best business practices. Experience working in a collaborative environment involving both internal and external stakeholders.

SPECIAL SKILLS/TRAINING:

A valid Florida Driver’s License may be required if motorized vehicles of any kind are operated. Must be able to read, write and communicate in English.
