POSITION PURPOSE:
In conjunction with the Manager of Facilities Maintenance the Assistant Manager will plan, schedule, manage, supervise and coordinate facilities maintenance functions and personnel of the Authority. This position will supervise and coordinate the maintenance and repair of facility buildings and their systems, structures, equipment, grounds and other transit related amenities.
ESSENTIAL JOB FUNCTIONS:
* This position is responsible for regulatory compliance on all hazardous materials (MSDS), Fuel and other waste containment and disposal; compliance sampling of compliance monitoring devices, and the acceptable storage, dispensing, and disposal of all regulated and non-regulated materials.
* Communicates, supervises and assigns daily activities based on agency needs.
* Schedules the activities of the facilities’ personnel to assure that transit-fixed and route maintenance/passenger amenities are fully operational, clean and ready to meet service support requirements.
* Schedules and Monitors outside contractors in the maintenance of grounds and other facility contracts. Will prepare statement of work for procurement of necessary maintenance items including contracted work.
* Interacts, communicates and coordinates with management personnel of other departments to meet service requirements.
* Schedules and assigns personnel for the repair of equipment including preventive maintenance projects.
* Performs required inspection and record keeping in accordance with State and Federal rules and regulations.
* Maintains complete records and reports of repairs required and complete daily and monthly activity reports, work schedules, preventative maintenance, support requirement needs and others as required.
* Identifies and recommends capital improvements.
* Review equipment, tools and materials needed within the department and makes purchase requests for the acquisition of these items.
* Analyzes workload patterns to determine staffing requirements and recommends bid schedules.
* Inspects facilities conditions for safety, cleanliness and effectiveness.
* Counsels employees on work performance and productivity; administers corrective action as needed.
* Coordinates and supplies information on the repair and usage of specialized equipment and systems i.e. air conditioning (HVAC), welding, , air compressors, electrical and pneumatic motors, wood and metal construction and the use of test equipment. Reads and interprets blueprints, design drawings, as-built drawings and other technical documents required in the daily performance of the position as well as to interpret and present such technical information to non-technical staff.
* Supervises, trains and evaluates staff.
* Administers appropriate action concerning facility equipment and personnel problems and communicates extreme conditions to the Maintenance Manager as instructed by the Authority’s policies and procedures.
* Recommends, coordinates and forwards training recommendations to the Maintenance Training Instructors.
* Attends work-related conferences and seminars.
* Performs other work-related duties as assigned.

REQUIREMENTS:
Education and Experience:
* Associate’s Degree in a related field (Engineering, Facilities Maintenance, Building Construction Management, Property Administration or Business Administration.)
* Three (3) years of experience in general building repair, facilities maintenance, HVAC or property maintenance.
* Two (2) years of management and supervisory experience.
* Two (2) additional years of directly related experience beyond the minimum required my substitute for one year of required education.
Special requirements:
* Subject to 24-hour call to cover emergency situations. A working phone number.
Machines, Tools, & Equipment Used:
* Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes.
Licenses/Certifications:
* Valid Florida Driver’s License or be able to obtain one within in 10 days of hire or moving to the State of Florida.
* Certificate of Training in Air Conditioning, Refrigeration, Electrical and Welding Repairs and Blueprint Reading.
* Forklift

Knowledge, Skills and Abilities:
* Standard methods, practices, tools and equipment used in facilities and mechanical maintenance and repair.
* Operation and use of transit support equipment.
* General construction including but not limited to electrical, plumbing and air conditioning system principles.
* Working knowledge of occupational hazards and safety precautions related to facilities and mechanical maintenance and repair.
* Bargaining Unit Contracts.
* Rules, regulations, procedures and functions of the Authority.
* Occupational Safety & Health Act (OSHA).
* Excellent verbal, written and interpersonal skills.
* Ability to organize and prioritize work and to meet deadlines.
* Ability to prepare and edit clear and concise written reports.

Physical Demands/Work Environment:
* Work is performed in an indoor office and outdoor, street warehouse and shop locations.
* Incumbent is often exposed to individuals who are or irate and individuals with known violent backgrounds. Incumbent is also expose to extreme heat and cold, moving mechanical parts and fumes.
* Ability to hear, see, speak, and perceive color, depth and texture.
* Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 50 pounds.
