Under direction of the City Manager, the Assistant to the City Manager performs high level administrative and managerial work of considerable difficulty and responsibility in coordinating a variety of assigned projects designated by the City Manager. Plans, coordinates, and directs office services in the City Manager’s office, Mayoral office, and Council office.
DUTIES AND RESPONSIBILITIES:
Essential Functions: — Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
Provides extensive administrative analysis to the City Manager requiring independent action, discretion, high integrity and confidentiality; serves as a technical advisor to the City Manager and represents the department in cooperative efforts with governmental entities and other operating units of the City.
Assists the City Manager in coordinating activities, typically of a sensitive nature with other governmental bodies.
Serves as a cross-departmental project manager for special activities, typically of a sensitive nature, as assigned by the City Manager.
Manages the daily operation of the City Manager, Mayor, and Council offices; supervises and manages support staff, provides guidance on City policies, and conducts annual reviews and performance evaluations; handles complaints and coordinates resolution actions.
Gathers, reviews, and evaluates data relating to assigned programs or departmental operations; develops and implements reporting and monitoring systems; evaluates data relating to programs or operations and implements improvements to existing procedures and equipment.
Oversees all budgetary and financial systems of the City Manager’s Office; reviews and approves purchases, monitors expenditures, and provides financial analysis; compiles and maintains accountability for operational and capital improvement budgets.
Works closely with other departments in maintaining the support systems and providing information regarding departmental operations.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Licenses, Certifications, and Equipment:
A valid State driver’s license is required
Education and Experience:
Bachelor’s Degree in Public Administration, Business Administration, or a related field required; Masters Degree preferred; PLUS five (5) years professional level experience, preferably in a managerial capacity; OR an equivalent combination of education, training, and experience may be considered.
