Working Title: Community Manager – Palm Harbor
ONLY INDIVIDUALS EMPLOYED IN ONE OF THE DEPARTMENTS UNDER THE PINELLAS COUNTY BOARD OF COUNTY COMMISSIONERS MAY APPLY
The County Administrator is establishing a “Community Manager” position for distinct geographic areas of unincorporated Pinellas County, such as the Palm Harbor area in North Pinellas County. This is an exciting opportunity to promote from within, and allow a growth opportunity for current BCC employees who have knowledge and experience working and/or living in the North Pinellas area.
It is expected that the selected candidate will continue to fulfill some of their existing assigned duties that will be adjusted to account for the new duties related to this specific role. This position is viewed as an extension of the County Administrator, and the individual assigned to this role will report directly to the County Administrator in carrying out their responsibilities. As such, this position will have full authority to call on all Department Heads and staff to carry out policy directives and initiatives to support the County’s efforts at delivering important services to our residents in the Palm Harbor/North Pinellas area.
Position Requirements:
- Six (6) years of progressively responsible professional administrative government project management experience, or a related field that includes supervisory or management experience; or
- Bachelor’s degree in business, public administration, construction management, project management or a related field and 2 years of experience in government functions that includes supervisory or management experience; or
- Master’s degree and experience as described above; or
- An Equivalent combination of education, training, and/or experience.
Additional Requirements:
- Florida Driver’s License or ability to obtain one
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations
Highly Desirable Qualifications:
- Knowledge of the development proposal and approval process to assist County residents and businesses seeking development approvals
- Knowledge and familiarity with the Downtown Palm Harbor Master Plan to ensure the County is implementing its findings
- Knowledge of Form Based Codes and ability to assist developers in applying it to projects in the Downtown Palm Harbor area
- Knowledge of the methods and approaches to communications, marketing and branding efforts
- Ability to support affordable/workforce housing and economic development projects within the Palm Harbor/North Pinellas area, specifically along the US 19 Corridor
- Skill at developing and implementing plans to improve pedestrian, cyclist, and vehicle safety within walkable communities and neighborhoods, including the integration of street lighting, streetscapes, and non-vehicular traffic (i.e. golf carts)
- Ability to serve as an overall “ombudsman” and liaison for the residents, local businesses, business associations, neighborhood associations, and community organizations within the Palm Harbor/North Pinellas area
- Ability to establish and organize a representative advisory group to implement the Downtown Palm Harbor Master Plan
Illustrative tasks (some will be through partnerships with responsible Departments):
Community Outreach and Coordination
- Coordinate with PHCSA (Palm Harbor Community Services Agency, Inc)
- Meet regularly with residents, businesses, and local organizations
- Build local capacity with merchants and business associations
- Promote outdoor family and community events in Downtown Palm Harbor
- Establish a representative advisory group to implement the Downtown Palm Harbor Master Plan
- Serve as liaison to the Council of North County Neighborhoods
Economic Development
- Serve as a liaison between County residents and businesses seeking development approvals
- Ensure the County is implementing the findings of the Downtown Palm Harbor Master Plan
- Capital projects planning in support of the Downtown Palm Harbor Master Plan
- Marketing and branding efforts
- Establishment of a local funding mechanism (MSTU, MSBU, CDD, etc) to maintain streetscapes, plantings, etc in Downtown Palm Harbor
- Targeted property acquisition to promote redevelopment in Downtown Palm Harbor
- Support retail development that respects local character of Downtown Palm Harbor
- Address “lack of parking” parking perceptions in Downtown Palm Harbor
- Support affordable/workforce housing and economic development along the US 19 Corridor through the Penny IV implementation
Transportation and Mobility
- Monitor US 19 overpass development and US 19 corridor planning & keep affected stakeholders informed
- Monitor County Road 611 corridor planning activities and keep affected stakeholders informed
- Alt 19 improvements (roundabout, cross walks etc)
- Improve walkability and bike/ped safety in the Downtown Palm Harbor area
- Expand lighting in the Downtown Area
- Finalize Golf Cart Community status for Downtown Palm Harbor
- Finalize and adopt the Downtown Palm Harbor Master Plan and Form Based Code
- Draft and finalize the US 19 land use plan to support increased housing and economic development opportunities in North Pinellas.
- Conduct a planning study of the 611 corridor to evaluate future redevelopment obstacles, transportation and mobility improvement needs, etc.
KSAs:
