Prescient Edge is seeking a Business Operations Specialist Journeyman (K) to support a Federal government client. As a Business Operations Specialist Journeyman, you will:
Independently and proficiently conduct appropriate research using the plethora of resources available to the acquisition community (e.g., FAR, other regulatory guidance) in order to provide informed guidance and applicable courses of action (COAs) to a wide range of customers* Primarily focus on coordinating and tracking real property leasing globally* Process CONUS and OCONUS lease payments, obtain currency conversion rates, ensure lease notification dates are met, process utility reconciliations and damage claims, and track MIPR acceptances and funds disbursements* Conduct price and cost analysis* Proficiently use a variety of techniques, including but not limited to, working with USSOCOM, USACE and/or local U.S. Embassies as necessary, to determine fair and reasonable prices* Independently review real estate requirements from units and create an acquisitions strategy and timeline in order to execute the leasing requirement utilizing, but not limited to the US embassy residing in the host country* Maintain tracking spreadsheets to capture real property leases/licenses, supplemental leasing agreements, funds requests, Purchase Request & Commitment (PR&C) requests, memorandums for record, and lease payment data* Independently prepare leasing documentation to include, but not limited to submental leases and memorandums for record* Independently and proficiently conduct all real estate administration functions retained by USSOCOM and the USACE* Establish and maintain quality real estate files that are auditable, repeatable, and defendable* Actively engage, guide, and assist team members, technical program personnel, units, vendors, and/or contractors on acquisition and business related issues in a professional manner* Provide monthly reports to the Director of Procurement outlining past, current, and future Real Estate Leasing requirements* Prepare termination documents when needed* Translate lease agreements from host nation language to English format and then covert to contractual USACE realty legal/contractual standards* Translate and analyze expense claims from host nations to ensure that cost, requirement, and contract rules and regulatory requirements are reasonable and cost effective to SOCOM’s requirements* Develop and innovate new processes and procedures for improved lease management activities (e.g., accountability, automation, notifications)Please note that the availability of this position is contingent upon contract award.BenefitsAt Prescient Edge, we believe that acting with integrity and serving our employees is the key to everyone’s success. Requirements* Active TS/SCI security clearance* DAWIA Level II Equivalency, in accordance with the PWS, in the Contracting field* Bachelor’s degree in Business, Engineering, Information Systems Management, or a related field* 5 or more years of professional experience in managing and conducting realty technical work assignments as a contract specialist or equivalent* Ability to communicate effectively, both oral and written* Ability to effectively use Microsoft (MS) Office Suite software* Knowledge of methods and techniques of fact-finding, analysis, and resolution of contracting problems as well as the ability to recommend concrete action plans to solve problems* Working knowledge of the regulations and procedures that pertain to real estate leasing* Ability to translate host nation lease documents into “English and USACE standard formats”* Knowledge of funding rules associated with the real estate leasing process* Ability to communicate and interact continually professional various representatives (e.g., USACE, TSOCs, and other agency partners) to support facility site activation on a regular basis* Ability to coordinate with the USACE Realty Specialist to ensure all programmatic and financial inputs, such as requirements, timelines/milestones, and property agreements, are shared in the creation of the lease agreements*
