The Chief Engineer is responsible for the operation and maintenance/repairs of all mechanical, electrical, plumbing, life safety, architectural, structural and other systems and components associated with the functioning of the facility. Safety and efficiency are necessary priorities for the Chief Engineer. He or She will ensure that all activities, that of subordinates and contractors achieve the standard of a professional, safe and cost-effective work environment. The Chief Engineer reports directly to the General Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Include the following. Other duties may be assigned.
Execute the responsibilities of the position in a professional manner in accordance with building policies and procedures.
Ensure that applicable safety, life safety, environmental, accessibility laws, codes, ordinances and regulations are adhered to.
Understand and monitor the consumption/demands of all energy sources of the facility and continually source areas of improvement in conserving energy.
Assist General Manager with Construction Management, particularly in the review and oversight of the Mechanical, Electrical and Plumbing design and installation.
Be responsible for and/or supervise contractors who address all aspects or operation and maintenance of (but not limited to):
- HVAC equipment (e.g., Associated components such as controls, pumps, piping, water treatment, ensure the safe and legal management of CFC containing material)
- Electrical systems (e.g., Normal power components, Emergency power components)
- Plumbing systems (e.g., Potable water supplies, Sewer system)
- Structural systems, (e.g., roofing components, parking structure and building)
- Security systems
- Architectural components (e.g., curtain wall, masonry, stone and metal components, patching, painting, refinishing).
Conduct regular, formal property inspections.
Maintain excellent tenant relations by prompt, professional, courteous responses to tenant needs that result in the satisfactory resolution of the problem.
Follow up on at least 10% of work orders completed by engineering staff to ensure the tenant’s expected outcome was met for all demand work orders or the preventive maintenance work order’s purpose was fully addressed. Ensure that work orders are performed and closed out promptly with complete details of the work that was done.
Acquire, store, use and track inventory with cost and time effectiveness as high priorities. Identify and manage critical and non-critical inventory materials.
Manage assigned administrative activities:
- Develop and track budgets.
- Manage equipment warranties.
- Calculate additional service charges for billable work orders.
- Approve and code engineering-related invoices.
- Review YTD and prior year financial activity for categories under the control of the Chief Engineer (e.g., explain variances, develop projections).
- Prepare incident reports on events that caused or were caused by failures in systems, components or features under the control of the Chief Engineer.
- Maintain and keep current documentation of all Preventive, Predictive, Performance-Based or Corrective Maintenance activities.
Supervise subordinates in a professional, supportive manner:
- Provide routine constructive feedback on performance, both verbal and written, when warranted and meet all formal annual performance review goals.
- Establish and maintain safety education program.
- Approve time sheets.
- Prepare and keep current written Position Description on subordinate positions.
- Interview employment candidates and make hiring recommendation to General Manager.
Participate in periodic industry-sponsored training to keep skills sharp and continuously further knowledge of computer programs and systems used in the company.
QUALIFICATIONS:

EDUCATION AND/OR EXPERIENCE: A high school diploma or equivalent is required; a college degree is preferred. Must demonstrate a minimum of ten years hands-on maintenance experience in areas such as plumbing, electrical, HVAC, etc., is necessary, preferably in a high-rise office environment. Supervisory
experience required. Excellent communication and interpersonal skills required. Must be able to lift and work heavy equipment. Must pursue ongoing education associated with this job.
LANGUAGE SKILLS: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference and to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
REASONING ABILITY: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Scheduling: The employee is subject to schedule changes and/or overtime as required by the job and his/her supervisor. This may include working weekends, working after the course of normal business hours and at other times as required by the job.
