SPECIAL MAGISTRATE SERVICES
The City of Coral Springs is requesting proposals to provide Special Magistrate Services. The
required services are as described below:
Special Magistrate hearings – daytime, 2 Thursdays each month (day may vary certain months),
with additional dockets as needed. These hearings will be held at Coral Springs City Hall,
Commission Chambers, 9500 West Sample Road, Coral Springs, FL 33065.
• Cases heard at these hearings include Code Compliance, Fire Inspections, 40-year
Building Inspections, vicious dog, designation/destruction, and petitions for reasonable
accommodations.
• Each hearing lasts approximately 4 hours, with approximately 1 hour of offsite prehearing review time and another hour post-hearing offsite for signing orders.
Code Compliance Reduction of Fine hearings – daytime, as needed, up to 2 meetings per
month, held at Coral Springs City Hall Commission Chambers
• Each hearing lasts about 2.5 hours, with approximately 1 hour of offsite pre-hearing
review time and another hour post-hearing offsite for signing orders.
City reserves the right to add hearings as needed.
City prefers magistrates to take delivery of pre-hearing information packet and orders ready for
signature by electronic means. The City utilizes Adobe Sign for electronic signatures.
Requirements:

  1. Qualifications
    Proposers to be considered for award of contract, must be members in good standing with the
    Florida Bar and eligible to practice law in the State of Florida.

    Proposers must provide a description of their experience at providing the required Professional
    Special Magistrate Services, specifically acknowledging their ability to handle the subject matter
    of the cases listed above. Proposers must disclose any disciplinary history with the Florida Bar
    or any other state bar association.
  2. References
    Provide a list and description of similar projects satisfactorily performed within the past two (2)
    years. For each engagement listed, include the name and telephone number of a
    representative for whom you have sold this equipment who can verify satisfactory performance.
  3. Price Proposal
    The hourly rate for Special Magistrate Service is $150.00 per hour.
  4. Proposal Copies

    Submission of three (3) copies and one (1) electronic copy on a thumb drive of the proposal
    should be submitted to the City of Coral Springs, City Hall, 9500 West Sample Road, Coral
    Springs, Florida 33065, to the attention of Gail Dixon, Senior Purchasing Agent
  5. Addenda, Additional Information
    Any addenda or answers to written questions supplied by the City to participating Offeror’s
    become part of this Request for Proposal and the resulting contract. This Proposal form shall
    be signed by an authorized company representative, dated and returned with the Proposal.
    No negotiations, decisions or actions shall be initiated or executed by the Offeror as a result of any
    discussions with any City employee. Only those communications, which are in writing from the
    Purchasing Administrator, may be considered as a duly authorized expression. Also, only
    communications from Offerors, which are signed, and in writing will be recognized by the City as duly
    authorized expressions on behalf of the Offeror.
    The successful proposer shall be required to execute a City contract (sample attached) covering the
    scope of services to be provided and setting fourth the duties, rights and responsibilities of the parties.
    The successful proposer prior to recommendation of award and presentation to the City Commission
    must execute this contract.
    The City of Coral Springs reserves the right to utilize any Governmental Contract or exercise any option
    that is in the best interest of the City.
    INSURANCE
    a. Legal Malpractice Insurance:

  6. ALL INSURANCE POLICIES SHALL SPECIFICALLY PROVIDE THAT THE CITY OF

    CORAL SPRINGS IS AN ADDITIONAL NAMED INSURED OR ADDITIONAL INSURED
    WITH RESPECT TO THE REQUIRED COVERAGES AND THE OPERATIONS OF THE
    CONTRACTOR UNDER THE CONTRACT. Insurance companies selected must be
    acceptable to CITY. All of the policies of insurance so required to be purchased and
    maintained shall contain a provision, endorsement that the coverage afforded shall not be
    canceled, materially changed, or renewal refused until at least thirty (30) calendar days
    written notice has been given to CITY by certified mail.
    PUBLIC ENTITY CRIMES INFORMATION STATEMENT
    A person or affiliate who has been placed on the convicted vendor list following a conviction for
    public entity crime may not submit a bid on a contract to provide any goods or services to a public
    entity, may not submit a bid on a contract with a public entity for the construction or repair of a
    public building or public work, may not submit bids on leases of real property to public entity, may
    not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a
    contract with any public entity, and may not transact business with any public entity in excess of
    the threshold amount provided in Section 287.017, for CATEGORY TWO for a period of 36
    months from the date of being placed on the convicted vendor list.
    CONTRACT TERM
    The initial term of this contract will be for two (2) years with an option to renew for two (2)
    additional two (2) year time periods for a cumulative total of six (6) years, using the same
    terms, conditions, and pricing of the original agreement provided that funds are available and
    appropriated by City’s Commission.
