Working Title: Communications Manager
Location: 13001 Starkey Road, Largo, FL 33773
The Supervisor of Elections office is seeking a Communications Manager to perform highly professional, technical, public relations work including web design and maintenance, development of content for publications, press releases, social media and aspects of community outreach efforts. This position requires extensive public contact and must effectively communicate with a wide range of interested groups, including the general public, community, media and governmental agencies. Work is performed with considerable independent judgment and initiative under the general supervision of the Supervisor of Elections and Deputy Supervisor and is reviewed by observation of results achieved, meetings and reports.
Position Specific Requirements
Experience: Progressively responsible professional, managerial, supervisor, and administrative experience in government functions (technical and professional level communications experience in Supervisor of Elections related programs) or a related field.
Education: Degree in communications, journalism, business administration, project management, public administration, or a related field.

- Associate’s degree as described above, and at least 6 years’ experience as described above.
- Bachelor’s degree as described above, and at least 4 years’ experience as described above.
- Master’s degree as described above, and at least 2 years’ experience as described above.
- Doctoral degree as described above, and experience as described above.
- An equivalent combination of education, training, and/or experience.
Appointing Authority May Also Require:
- Possession and maintenance of a valid State of Florida Driver’s License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Highly Desirable:
- Excellent interpersonal skills; proven ability to build and maintain strong collaborative relationships with internal and external stakeholders
- Strong organizational skills and attention to detail, with an ability to manage multiple projects in a fast-paced deadline driven environment
- Experience with social media platforms including Nextdoor, Facebook, Twitter and Instagram
- Experience with Google Analytics, WordPress and a willingness to learn HTML and CSS
- Working knowledge of Adobe InDesign, Adobe Photoshop, Microsoft Access
- Experience in developing content for websites, social media, presentations, and other outreach methods
- NIMS ICS Type III PIO qualification
- Strong research skills
- Exceptional writing ability and fluency with AP style
- Bilingual with demonstrated fluency in written and spoken Spanish
Illustrative Tasks (These are examples and are not all inclusive.)
- Oversees the Supervisor of Elections website and messaging.
- Coordinates with the Voter Outreach department.
- Develops marketing plans.
- Tracks and analyzes web reports to identify changing content needs.
- Tracks and measures the level of engagement from communications strategies.
- Makes recommendations on communication strategies for increasing outreach effectiveness.
- Works with managers on implementing organizational changes in web-based services.
- Manages the development, distribution and maintenance of publications, literature, and outreach material.
- Serves as the public records liaison.
- Assists with media request and interviews.
- Assists with public inquires to include drafting responses.
- Performs other related job duties as assigned.
Knowledge, Skills, and Abilities
- Knowledge of local government organization and functions.
- Knowledge of the principles, practices, and methods of public communications including web and social media.
- Knowledge of analyzing statistics and the ability to prepare statistical reports for multiple audiences.
- Skill at identifying, analyzing, and isolating problems and problem resolution.
- Skill in interpersonal skills.
- Skill in public speaking, presentations and public engagement.
- Ability to acquire knowledge of laws, administrative rules, advisory opinions and other guidelines that govern Florida elections.
- Ability to develop and update web content.
- Ability to learn HTML and CSS.
- Ability to develop and update social media content, including social media promotions, boosts, and ad buys.
- Ability to synthesize complex messages in high-visibility, sometimes ambiguous situations.
- Ability to exercise good judgment in analyzing situations and making decisions.
- Ability to apply independent judgment and discretion based on knowledge of the Supervisor of Elections functional and structural organization.
- Ability to manage and organize assigned projects and programs.
- Ability to prepare annual budget for departments.
- Ability to apply computer applications and software.
- Ability to establish and maintain effective working relationships with external entities, superiors, and subordinates.
