The Compliance Specialist – Florida will manage and maintain assigned affordable housing portfolio including: tenant file reviews, audits, onsite file reviews, track and complete certifications, ensure requirements of the regulatory agreements are being met, monitor utility allowance, rent and income updates. Position will be based out of our Tampa, FL support center, and will include significant travel to our Florida LIHTC communities.
RESPONSIBILITIES:
- Demonstrates a comprehensive knowledge of affordable housing regulations and acts as a resource to all staff on compliance matters.
- Conduct periodic internal reviews of IC and AR resident files to ensure compliance with the IRS Section 42 Program (LIHTC – Low Income Housing Tax Credit), SAIL, MMRB, BOND & HOME Programs
- Oversee compliance process at the communities to ensure site teams are following proper LIHTC and Richman Property Services, Inc. protocol.
- Monitor site file processing including tenant file set-up, state agency property compliance binders, initial lease –up file retention to satisfy IRS and Richman Asset Management requirements (electronic vs. hard file storage)
- Act as a liaison with state/city agencies, asset management / investors regarding affordable compliance operations and regulations to ensure program compliance.
- Responsible for keeping apprised of changes to the Income Limits, Utility Allowance schedule, and any other policies or procedural changes for the assigned portfolio
- Field incoming inquiries from site staff, regional staff and corporate staff with questions directly related to property specific compliance requirements
- Maintains relationships with auditors for HUD, LIHTC, CTCAC, City and County, etc.
- Keeps management advised of significant operational problems and of any deviations from the management plan.
- Attends all State, City, Lender and Asset management compliance reviews and audits and processes any corrections that may be found as a result of the review.
- Provide feedback to the Director of Compliance, and Compliance and Reporting Supervisor during annual reviews of department associates
- Maintain credibility of process by complying with all established procedures and guidelines
- Maintain applicant confidence and company policy by strict adherence to confidentiality
- Maintain prompt and regular attendance
- Attend continuing education seminars in area of expertise as required by management
- Manage additional responsibilities as may be periodically assigned by Senior Management
QUALIFICATIONS:
- High school diploma or general education degree (GED)
- Prefer at least 3 to 5 years of experience working in multi-family property management as well as extensive experience with LIHTC, Tax Credit/Affordable
- HCCP, COS or CP3 certification preferred. Must have reliable automobile transportation and a valid California Driver’s License and insurance. Knowledge of Microsoft Office Word, Excel and Outlook. Self-starter, detail oriented with professional communication, customer service, organizational and analytical/problem solving skills. Ability to operate various types of office equipment, i.e., computers, printers, copy machines, telephone systems, facsimile machines. Proficient with multiple computer and software programs. Able to accept supervision, speak clearly and calmly working towards win/win resolution of issues. Participate in team meetings and/or training sessions. Professional presentation skills. Exhibit sound judgment, ability to prepare and/or analyze reports, ask appropriate questions, seek guidance and communicate outstanding matters with direct supervisor. Able to prepare reports as requested. Must be able to speak, read and write English in a manner sufficient to carry out duties.
- Position is subject to general office conditions. Associate must be able to work 40 hours per week, with flexible schedules as business needs require, including weekends. Position requires extensive travel within the Florida portfolio.
