POSITION DESCRIPTION:  Prepare and post legal advertisements and bid solicitation notices in an appropriate, accurate, and timely manner; create accurate bid letting proposal packages; process addenda in appropriate, accurate, and timely manner; and verify proper funding approval.

Enter and maintain all required computer system information in a timely and accurate manner; create files and run necessary reports utilizing various required computer systems; trouble shoot issues regarding computer systems and/or computer system information and coordinate the resolution.

Schedule, attend, and conduct necessary meetings; keep complete and accurate file documentation.

Assist with bid openings and review bids/proposals for completeness and responsiveness.

Assist the public and other District personnel in the area of District Contracts; work effectively and proactively to assure the successful accomplishment of the District’s production schedule.

Keep abreast of changes in laws, rules, policies, processes, procedures, and computer systems and participate in the review process when available; participate in Unit Task Teams to review and update procedures, processes, documents, and activities for the purpose of improving the efficiency of the unit.

Perform maintenance and management of the District Contracts Administration website. Post necessary information on the website for District Let Contracts.

Respond to public information requests for documentation and reports.

Report unique or problematic questions and issues to immediate supervisor.

Perform other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge and ability to communicate effectively both verbally and in writing.  Knowledge of personal computer applications such as word processing, spreadsheet, and database personal computer applications.  Knowledge of website publishing.  Skilled in planning, organizing, coordinating activities, meetings, and other functions.  Ability to learn procedures, rules, guidelines and regulations related to procurement. Ability to exercise independent judgement, complete assignments and meet deadlines with minimal supervision.  Ability to work effectively as a team member.

MINIMUM QUALIFICATIONS:   An associate’s degree from an accredited college or university and one year of non-professional or professional business experience. A bachelor’s degree from an accredited college or university can substitute for the required experience. Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.  Florida Certified Contract Manager (FCCM) or Engineering Intern (E.I.) license can substitute for 2 years of experience.
