Contracts Manager  (200000AC)

Job Overview

Performs duties relating to the development, writing, and management of contracts, as well as the analysis of data for reporting purposes.  Researches and develops bids, specifications, and/or requests for proposals with various County departments.

Minimum Qualifications

  • Possession of a Bachelor’s Degree; AND
  • Two years of experience managing contracts and working with vulnerable populations;

OR

  • An equivalent combination of education (not less than a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted below;

AND

  • Possession of a valid Florida Driver’s License.

Duties and Responsibilities

Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below:

  • Develops and writes technical specifications for specialized services and projects including Requests for Proposals, Contracts, etc.
  • Analyzes projects and services for cost effectiveness that will be managed to ensure compliance with Federal, State, and Local Rules and Regulations.
  • Develops change orders, modifications, and other related supplemental documents required to manage contracts, and prepares contractual documents for BOCC and Leadership approval.
  • Develops and reviews policy and procedures for programs and services to ensure compliance with rules and regulations.
  • Actively participates in the Tampa/Hillsborough Continuum of Care, including serving on one or more committees.
  • Manages and analyzes fiscal and programmatic data for monthly, quarterly reports for projects and specialized department assignments.
  • Supports Contracts and Compliance Team with fiscal and programmatic tasks for contracts management.
  • Works as part of a team to plan and coordinate resources for special projects.
  • Researches best practices and writes plans for initiatives, and develops framework for pilot projects as well as current projects.
  • Assesses client needs and resolves complex customer service issue which may include case management; works with cases from BOCC and Leadership, office visits, events, etc.
  • Supports emergency management related duties as delegated to the department including but not limited to EOC support, recovery, and long term recovery.
  • Performs other related duties as assigned.

Job Specifications

  • Knowledge of County, State and Federal laws, guidelines and requirements governing contract structure, procedure and content.
  • Knowledge of developing procedures and standards.
  • Skill in working in the human service area that requires a broad scope in covering various populations and multiple agency coordination.
  • Ability to write effectively and manage contracts specifically for vulnerable populations.
  • Ability to coordinate and collaborate with multiple departments, agencies, and groups to develop and achieve objectives of the County.
  • Ability to manage complex customer service calls and cases that require coordination with multiple partners and resources.
  • Ability to prepare and analyze reports.
  • Ability to work effectively with vulnerable populations.

Physical Requirements

  • Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).
  • Tasks may involve extended periods of time at a keyboard or workstation.
  • Work is usually performed in office conditions.

Work Category

Sedentary work – Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
