JOB DESCRIPTION:

Under limited supervision, coordinates the implementation of projects and programs associated with the Community Redevelopment Plan. Assists to varying degrees in policy making, project management, budgeting, planning, and public relations.

EXAMPLES OF DUTIES:

  • Initiates and develops new programs and projects to further the CRA’s objectives for the revitalization of blighted areas and the provision of affordable housing.
  • Represents the City’s Community Redevelopment Agency (CRA) at various meetings and functions; make presentations to boards, committees, and the public. Provides management, oversight, guidance, and direction of assigned projects.
  • Meets with development professionals, City staff, and the public regarding redevelopment activities. Assists in the preparation, coordination, and evaluation of requests for proposals (RFPs) for projects in the redevelopment area.
  • Assists in capital project planning and the preparation of the annual budget, including the evaluation of funding requests by other agencies and organizations.
  • Ensures that programs, projects, and plans are carried out in accordance with City ordinances, applicable federal, county, and state laws, and approved redevelopment and development plans.
  • Coordinates the acquisition and development of property in conformance with the adopted CRA plan. Coordinates the development and administration of CRA grant programs as well as public information and marketing of the CRA. Assumes the role of liaison with the CRA Board of Directors including preparation and presentation of agenda items; and with developers and business interests.
  • Coordinates the development of policy guidelines, selection criteria, and recruitment of tenants in the Pinellas Arts Village. Coordinates special events and other marketing and branding activities for the CRA. Assists Department in work of a complex nature. Assists with, or assumes responsibilities, as needed in other areas of Community Development as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of the principles, practices and philosophies of urban redevelopment; applicable federal, state, and local laws, ordinances, statutes, regulations, rules, policies, and procedures; federal and state grants, loans, and other public/private financing alternatives.
  • Skill in analyzing information and drawing valid conclusions; managing multiple projects through completion; developing and maintaining effective interpersonal relations; interacting with people at all levels of the organization; oral communications in one-on-one and group situations; following oral and written instructions; written communications for administrative and technical purposes; operating computer hardware and software.

QUALIFICATIONS AND REQUIREMENTS:

  • Work involves a minimum of physical effort within an office environment most days, however may be standing or walking for long periods during special events. On rare occasions may be required to lift and carry up to 25 pounds.
  • Requires driving and travel throughout the City as needed.
  • Requires the equivalent of a bachelor degree from an accredited college or university with a major in real estate development, urban planning, public administration, or related field. Requires five (5) years progressively responsible experience in the field of redevelopment, urban planning, and/or real estate development, which includes a minimum of two (2) years of experience working directly in a local/state governmental CRA/Economic Development position.
  • Certification as an FRA Redevelopment Professional preferred.
  • Requires a valid Florida driver license.
