The City of Boca Raton is seeking an experienced land use, planning, zoning and code administration professional to serve as its next Development Services Director (Director). The Director is a key member of the City’s executive team and is a highly responsible department head, reporting to the Deputy City Manager. Primary responsibilities are to lead and manage all assigned Development Services programs, functions and activities including the City’s comprehensive plan, long-range and current planning, zoning administration, growth management, building code administration, general code administration and enforcement, outside consulting services, consultant contract administration, community improvement activities and recommending and implementing initiatives to promote redevelopment and internal processes improvement. The Director administers a budget which exceeds $7 M and leads a staff of 66.25 FTE’s. He or she serves as facilitator and liaison to various boards and City committees, including the Planning and Zoning Board, the City’s local planning agency.
The ideal candidate will possess a Master’s Degree in Urban Planning or related field, AICP certification, and a minimum of five years’ experience to include long-range and current planning and code administration. He or she will have comprehensive knowledge of current planning and land use methods, strategies and philosophies; be knowledgeable of growth management laws, land development regulations principles and practices (preferably Florida Growth Management Laws), the development and administration of codes and ordinances; be experienced in overseeing all aspects of growth management; have general knowledge of code enforcement systems and have experience with redevelopment. The selected candidate will be a seasoned, take-charge professional who will be expected to manage independently within City Council established policy direction and general management guidelines set by City Administration. The City utilizes the Council-Manager form of government. The City Council consists of the Mayor and four Council Members who are all elected at-large on a nonpartisan basis for three-year terms. The City Council appoints the City Manager who is the Chief Administrative Officer of the City and directs the business of the City and its various departments. The City Council determines policy, adopts legislation, approves the City’s budget, sets taxes and fees, and appoints the City Attorney and members of various boards and committees.
