The Director of Real Estate position is primarily responsible for identifying entrepreneurial opportunities to locate, broker and secure real estate in the form of land, affordable housing and commercial properties that are fiscally rewarding for all constituents (the people in the community and the UACDC organization). This position is also responsible for overseeing daily operations of the company’s real estate LLC’s, developing short- and long-term goals with the CEO, reporting to the board of directors and working with the internal operations of the business. The position is responsible for designing, managing and implementing all associated programs/policies to maximize operations utilization efficiency and investment returns on initial investments. Expertise required in developing all phases of real estate and providing support to ensure that professional services are provided in an effective manner. Knowledge and expertise in creating innovative funding packages including but not limited to tax credits, bonds, opportunity zone funding, federal/state/local grants, investor funds and loans. This position requires a good understanding of UACDC policies and organizational procedures with the ability to work with others in a service-oriented environment by performing the following duties personally or though subordinates.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Core duties and responsibilities include the following. Other duties may be assigned.
  • Establishes, maintains, and monitors all housing operational systems accordingly.
  • Oversees UACDC’s land banking program working directly with a professional realtor to acquire properties and ensures that all land banking properties are being maintained.
  • Manages all aspects of real estate; apartment complexes, sound & secure housing, land banking, etc.
  • Coordinates implementation of Emergency Preparedness Plan.
  • Implements the development of organization policies and procedures for housing and real estate management.
  • Provides quality assurance, develops quantitative and qualitative reports and findings to guarantee that housing and real estate have met goals.
  • Negotiates with owners, landlords, banking institutions, and local government housing officials.
  • Drafts and/or reviews all real estate related government contracts to ensure they are in compliance with local/state/federal government requirements and/or another other applicable laws and regulations.
  • Develops strategies for identifying, acquiring and developing affordable multi-family and single-family affordable housing developments on behalf of the UACDC organization.
  • Reviews real estate contracts for compliance with government specifications and suitability for occupancy.                              
  • Working closely with financial institutions, once the contract is finalized and approved, the position monitors progress of affordable housing contracts until closure and/or title transfer.
  • Works collaboratively with Property Management Firm to ensure affordable housing repairs, renovations and/or other maintenance requirements are completed to UACDC standards and specifications.
  • Updates spreadsheets creates tracking system and understands financial reports as it pertains to the organizations budget and strategic plans.
  • Works well with in an urban community setting and has good communication skills and a mind-set for community development and resident engagement.
  • Provides preliminary inspections of land, single and multi-family housing to determine suitability for acquisition.

SUPERVISORY RESPONSIBILITIES

This job has direct supervisory responsibilities and will be required to supervise the actions of third-party affiliates.

QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE

Bachelor’s degree in Business, Public Administration, Urban Planning or related area and at least 10 years in real-estate, housing, operations and/or community development with 6 years in non-profit. A Masters in Business Administration and/or Public Administration is an added plus. Knowledge of Federal, State and Local affordable housing programs. Familiar with a variety of the field’s concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals.

LANGUAGE SKILLS

Ability to read, analyze, and interpret complex documents. Ability to respond effectively to sensitive inquiries or complaints. Ability to write contracts, speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors. Bi-lingual is an added plus.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts.

REASONING ABILITY

Ability to apply principles of logical or thinking to a wide range of intellectual and practical problems.

COMPUTER SKILLS

To perform this job successfully, an individual should have knowledge of Internet software; Spreadsheet software and Word Processing software, including proficiency in MS Excel, Word, Outlook and/or other Windows software applications.

OTHER QUALIFICATIONS

  • Experience in affordable housing financing, developing proforma, sources and uses of funds debt coverage projections for multifamily and single-family projects.
  • Possesses knowledge of housing laws, building and development codes, and tenant/landlord rights.
  • Possesses an understanding of the local housing market.
  • Has knowledge of public and private affordable housing financing.
