JOB SUMMARY

The District Manager (DM) position will directly oversee all aspects of a portfolio of Community Development Districts (CDD) and report to the CDD’s governing board. The DM is responsible for overseeing the vendors and staff that deliver services to the designated community. The DM also helps develop budgets and organizes/leads the CDD meetings. Lastly, the DM briefs the board on pertinent issues and ensures all of the board’s decisions are enacted accordingly.

EXPERIENCE & EDUCATIONAL QUALIFICATIONS

  • Must have a Bachelor’s degree and a minimum of three (3) to five (5) years of working experience.
  • Experience with presentations to large groups and/or civic boards is preferred.
  • Successfully pass pre-employment screenings and background/reference checks.
  • Possess a valid driver’s license and reliable transportation.
  • Possess personal vehicle insurance with a minimum of $100,000/$300,000 liability coverage.
  • Ability to travel to various office markets. Travel is primarily local, during the business day, although some out of the area travel, overnight, and weekend work may be required.
  • Ability to work independently with minimal supervision.
  • Ability to coordinate/manage multiple projects at the same time.
  • Ability to interact and communicate effectively with colleagues, vendors and customers/clients of all professional levels.

KNOWLEDGE & CRITICAL SKILLS

Must have a working knowledge of applicable company policies and procedures and must be familiar with, but not limited to:

  • Knowledge and application of Microsoft Office Suite – specifically, Outlook, Word, and Power Point.
  • Knowledge of Community Development Districts (CDD) is preferred.
  • Knowledge of compliance with state filing and legal publication requirements is highly preferred.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Responsible for management of a designated portfolio of Districts including but not limited to the following:
  • Preparation of District’s annual operations and maintenance budgets
  • Conducting board meetings
  • Distribution of board minutes
  • Maintenance of District records and files
  • Performance of other administrative functions
  • Coordinates activities of third-party maintenance providers and oversees maintenance functions for common areas and facilities.
  • Responsible for ensuring District is in compliance with all legal requirements.
  • Researches, responds and resolves various district related inquiries.
  • Oversees and coordinates responsibilities with designated administrative assistance.
  • Corresponds with board members, homeowners, developers, attorneys, engineers, investment bankers and bank trustees.
  • Assists in preparation of various financial and accounting reports as assigned.
  • Attends various monthly meetings and presentations related to services as assigned.
  • Performs and assists with miscellaneous job-related duties as assigned.

SUPERVISORY RESPONSIBILITIES

Will supervise administrative support staff.

WORK ENVIRONMENT

Work environment is primarily in an office setting with occasional travel to required board meetings and designated districts. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
