Full Job Description
Engineering Associate (Public Works)-(2100018N)Hillsborough County requires all applicants scheduled to attend an on-boarding session on or after August 30, 2021 to show proof of final vaccination shot, or provide a religious or medical exemption, before their employment can begin. New employees who obtain an exemption from the vaccine based on a medical or sincerely held religious belief will be subject to weekly COVID or monthly antibody testing.
Job Overview This position performs paraprofessional engineering related work involving the investigation, evaluation, assessment, asset management, planning, writing reports, coordinating work, or inspection of public infrastructure and systems. Investigation of resident and other agency complaints related to drainage and maintenance issues associated with the County’s drainage system and recommendation of corrective action. Additionally, evaluation of issues affecting proper operation of the existing drainage system and proposal of capital project locations to resolve flooding and maintenance issues requiring design, permitting, and land acquisition. Design of minor system modifications associated with proposed maintenance activities..
Minimum Qualifications
- Bachelor’s degree from an accredited college or university with major in Engineering Bachelor’s degree from an accredited college or university with a major in an Engineering-related field; AND
- Ten (10) years of planning, assessment, design, construction, inspection of public infrastructure projects, or modeling of water, wastewater, stormwater or traffic systems;
OR
- An equivalent combination of education (not less than a High School diploma/GED), training, and experience that would reasonably be expected to provide the job-related competencies noted below;
- Possession of Florida Driver’s License.

Duties and ResponsibilitiesNote: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.
- Investigation of resident and other staff/agency drainage and maintenance complaints utilizing FDOT & County’s standards, stormwater engineering standards and practices, available data, and field investigation.
- Coordination and outreach with residents/customers to understand concerns, provide updates and communicate results associated with their concern or other associated maintenance activities.
- Use MainStar, ArcGIS, AutoCAD and other programs to assist with investigation and preparation of work orders for service units to perform the proposed maintenance activities. In charge of training new employees and make sure they can perform their duties in a safe and effective manner.
- Develop and Design minor maintenance projects using AutoCAD Civil 3D and appropriate engineering standards and practices. Provide cost estimates and specifications for proposed projects.
- Review and complete technical evaluations on Right of Way (ROW) Use, SWFWMD, EPC, and other permits submitted to Public Works that might impact County’s drainage systems, drainage easements or property.
- Review ROW and easement vacate requests. Review surplus property and other similar requests to insure property could not be used to resolve known drainage concerns or issues or other maintenance requirements.
- Perform system condition assessments and damage assessment duties to determine condition of various stormwater systems and other public infrastructure.
- Effectively communicate with customers both orally and in writing to improve customer interactions.
- Complete simple site surveys using standard survey equipment.
- Performs other related duties as required.

Physical Requirements
- Approximately 50% inside work and 50% outside work. Outside work can include noise from traffic and heavy equipment, inclement weather, or hot, muggy conditions.
- Sitting, frequently lifting up to 20 pounds, standing or walking up to an hour at a time, climbing over terrain, pulling manhole covers.
Work Category Light Work – Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work.

Such assignments may be for before, during or after the emergency/disaster.
