ORGANIZATIONAL SUMMARY:

he Office of Operations and Facilities Management (OFM) is responsible for providing facility engineering support services to the USF Health organization at the Medical Center Campus. USF Health facilities include the Children’s Medical Services Building (CMS), College of Public Health (COPH), Medical Center Ambulatory Clinic (MDA), Medical Center (MDC), Medical Center Laboratories (MDL), College of Nursing (MDN), former Eye Institute (MDO), and School of Physical Therapy and Rehabilitation Sciences (MDT) totaling over 1 million square feet of building space. Additionally, OFM has recently been assigned facilities management oversight of the Carol and Frank Morsani Center for Advanced Healthcare (MDH) and Faculty Office Building (MDF) along with the Johnnie B. Byrd Alzheimer’s Center (ALZ) and MDD. The OFM office has four (4) primary departments, Planning and Construction, Facilities Maintenance, HSC Receiving, and the Post Office.

POSITION SUMMARY:

The Facilities Project Manager I (Project Manager I) manages routine to moderately complex capital improvement projects and represents USF in dealing with architects, engineers, contractors, and other vendors. Duties include providing oversight, assistance and professional consultation for the project through all project phases: needs assessment and project scope development, evaluation of proposals, bidding, contract negotiation, design, construction and closeout. Responsibilities include regular communication with end users and other stakeholders to manage expectations and processes. This position oversees cost containment; scope and schedule; quality, adherence to construction contract deliverables, terms and conditions; and protection of USF’s interests, including implementation of university design/construction guidelines and processes. This position is located in the central Facilities Management Division or in a similar facilities department.

RESPONSIBILITIES:

Assists with development of program and budget for projects. Collaborates with University subject matter experts regarding building code, environmental, engineering, and accessibility requirements.

Managing projects during construction phases. Directs consultants and contractors on construction projects to ensure scope of work is met within established budget and schedule. Interfaces with University departments who provide project support and other services. Develops project budgets and manages construction project finances. Solicits and evaluates vendor proposals. Prepares purchase order requisitions and change orders.. Reviews and recommends approval/disapproval of any proposed change to construction contracts. Provides project closeout management services to insure proper close out of construction contracts.

Managing projects during design phases; directs consultants on projects to ensure quality of design and scope of work is met within the established budget and schedule.  Provides technical review of architectural and engineering consultants? designs, plans and specifications to ensure coordination between trades, compliance with codes and University standards.

Provides consultation to University customers regarding planning, design, and construction process. Communicates regularly with end users to provide updates and guidance on decision points and informs University Leadership as required of significant issues and risks.

Assesses existing conditions prior to development of project to determine requirements necessary to meet project requirements.  Assists in development and planning of future projects and implementation of University Strategic

MINIMUM:


This entry level position requires a Bachelor’s degree in an appropriate area of specialization and a minimum of two years of direct and relevant experience, exhibiting the capability of managing basic and routine projects for a variety of customers. LEED GA certification required within 12 months of start date. Minimum two years of direct and relevant experience, exhibiting the capability of managing construction projects.

PREFERRED:

Degree in Architecture or Engineering or Construction Management that would allow the individual to obtain state licensure in the profession of education and minimum two years of practical experience.

SPECIAL SKILLS/TRAINING:

Capability of managing basic and routine projects for a variety of customers.
