THIS POSITION IS LOCATED IN ST. PETERSBURG, FLORIDA.  WORK HOURS ARE MONDAY-FRIDAY 8AM – 5PM.

When appropriate, employees will explain the reasons for agency actions or decisions while communicating a consistent FWC point-of-view. Responsible for following the provisions and requirements in Section 215.422, Florida Statutes, related to the Comptroller’s rules and FWC’s invoice processing and warrant distribution procedures. Work at FWC is cross-functional meaning duties may cross division/office lines. The Commission expects employees to function across FWC’s organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.

-Manage, organize, and coordinate the accounting and fiscal operations of the Florida Fish and Wildlife Research Institute (FWRI). Communicate the implementation of finance and accounting policies and procedures to ensure effective and efficient accountability of fiscal operations within FWRI. Assist the Institute’s Directors in the formulation and implementation of procedures and budgetary control necessary to safeguard the assets of FWRI.

-Establish, monitor, and maintain records associated with allocation and appropriation of funds to and expended by FWRI. Prepare summary financial reports, cost projections, and interpret financial data as needed to make decisions which directly impact personnel and budget administration at FWRI. Assist sections with projects and programs when requested and provide information on budget and operations of the Institute as appropriate.

-Review, prepare, coordinate, and submit FWRI Legislative Budget Requests (LBR), LBR amendments, allotments, 5% transfers, insufficient available funds, Governor Recommendations, and Legislative reports, etc. Prepare and track LBR reports (i.e. LRPP, Endangered and Threatened Species, LMUAC, Schedule XIII, and the FWRI Program Document). Assist in establishing equipment; vehicle; boat, motor, and trailer needs, and ensure they are submitted for LBR requests in appropriate funds/categories.

-Act as liaison with the Division leadership staff, budget staff, and Tallahassee CFO and staff in determining the needs of FWRI in the areas of accounting, finance, and budget control and personnel administration. Review, evaluate, track, and direct recommendations regarding expenditures, encumbrances, balances and/or adjustments for FWRI budgets. Identify problem areas and recommend solutions to ensure the overall effectiveness of allocated funds through the implementation and monitoring of fiscal management and control. Provide training for FWRI’s budget staff when necessary, in finance and accounting matters and software programs (i.e. EDA, WebFocus, etc.).

-Oversee and disseminate internal finance and accounting matters (i.e. End of Year (EOY) information/memos, certified forward process, OCA, EOY EDA setup, DMS invoice processing, FCO funds/appropriations/releases, -OPB approval for $1m expenditure contracts, FSAA forms, etc.).

-Oversee FWRI WEX fuel payments and distribution coding process, maintain up-to-date coding and information, and ensure payments comply with federal, state and agency laws, rules and policies with special attention to Chapter 112 F.S.

-Represent the FWRI in finance and budget matters as requested or required.

-Supervise positions Accounting Systems Analyst (Position 77072496) and OPS Fiscal Assistant I (Position 77907421).  Oversee position responsibilities to ensure accurate information is disseminated by F&A staff.

-Promote and participate in outreach events as appropriate.

Knowledge, skills and abilities: 

Knowledge of management principles, practices and procedures; the terminology, principles and techniques used in accounting.  Knowledge of and ability to understand and apply state accounting policies and procedures.  Knowledge of the principles and techniques of effective verbal and written communications, spreadsheets and data collection.  Ability to develop and organize data into logical format for presentation in reports, proposals and other written documents; utilize problem solving techniques; work independently; train others, plan, organize, coordinate work assignments; meet deadlines, establish and maintain effective working relationships with others.  Skill in accounting practices and procedures, personal computer operations and in spreadsheet and word processing software. 

Other job-related requirements for this position: Working hours: Daily from 8:00 a.m. to 5:00p.m. and 40 hours in workweek, workload, travel and training may require hours in excess of 40 per week.

Minimum Qualifications: 

  • A bachelor’s degree from an accredited college or university with a major in accounting and three years of professional accounting experience; or
  • Three year of professional accounting experience; or
  • A master’s degree from an accredited college or university in accounting or possession of a Certified Public Accountant (C.P.A.) certificate and two years of professional accounting experience.
  • * 4 years of direct related experience can substitute for the bachelor’s degree.  Additional years of expereince described above is also required.
