INTRODUCTION
This is responsible technical budget analysis work in a centralized budget and financial planning office.
NATURE OF WORK
An employee in this class is responsible for supporting budget activities of the centralized municipal budget and financial planning office. This is entry level work of average difficulty and includes participation in the following: preparing and revising budgets, reviewing and projecting expenditures, and preparing budgetary reports. Though under general supervision, some initiative and independent judgment are required in organizing, compiling and reviewing budgetary financial data. Work is reviewed through conferences, reports submitted and results obtained.
EXAMPLES OF DUTIES
Prepares prior year encumbrance analyses and resolution; develops computer programs which facilitate and document the procedures applying to prior year encumbrances.
Provides outside auditors with documentation and analyses for all of their requests of the Budget and financial planning office.
Checks purchase resolutions for funds and propriety of accounts; reviews and checks for sufficient funds all purchases requiring a council resolution except capital improvement projects.
Writes budget resolutions and cover letters requiring a thorough knowledge of account requirements, inter-fund transactions, scope and purpose of the resolution.
Logs and controls budget amendments; assigns budget amendment numbers and maintains files on all budget amendments.
Serves as fiscal analyst for assigned departments.
Develops and maintains a database for all budget transactions impacting the total budget authorization for each city department; prepares numerous and varied reports analyzing budget activities, using the database and other documentation.
Participates in preparation and control of annual operating budget; consults with department management in the formulation, analysis, review and control of individual department budgets; conducts cost analysis and budget impact studies and surveys.
Performs related work as required.
KNOWLEDGE, SKILLS & ABILITIES
Working knowledge of: financial records keeping principles, practices, and methods.
Some knowledge of: budgeting or financial planning; municipal fiscal operations; data processing fiscal applications.
Ability to: maintain accurate financial records and prepare financial reports; utilize the processes and procedures employed in budget preparation and revision; review financial data for accuracy, completeness and deviation from standard procedures; establish and maintain effective working relationships with employees, officials and general public.
MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a bachelor’s degree in accounting, finance, public or business administration or a related field, preferably with one (1) year of budgetary or responsible financial records keeping experience.
OR
An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job related competencies noted above.
LICENSES OR CERTIFICATIONS
Possession of a valid drivers license may be required.
EXAMINATION
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
COMMENTS
Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
