MINIMUM QUALIFICATIONS
- Bachelor’s degree in business, accounting, finance, public administration, or related field
- Five (5) years of experience in accounting, budgeting, and financial management in a large highly computer automated organization.
- Candidate must possess strong accounting/finance background.
- Experience developing accounting and financial reports, annual budgets and administration, performing other complex financial and accounting services.
- Experience in financial modeling and forecasting, financial statements, financial analysis, account analysis, and financial monitoring.
- Experience developing and creating financial and special reports as required by federal, state, and local regulations.
- Significant knowledge and proficiency with federal, state, and county laws, regulations, and requirements within public sector budgeting and accounting.
- Advanced skill in Microsoft Excel required.
- Intermediate to advanced level proficiency with performing fiscal studies, analyzing acquired data, and making recommendations on course of action based on that study.
- Proficiency in English language, verbal and written.
- Proven track record as a communicator and advisor.
- Proven supervisory skills.
- Availability to perform emergency duties before, during and/or beyond normal hours or days
- Successful completion of a Level 2 Criminal Background Screening and Due Diligence Process.
PREFERRED QUALIFICATION
- Preference will be given to candidates with managerial Fiscal/Budget experience with the State of Florida government or county/city.
POSITION DESCRIPTION
This is professional financial work conducting both technical and fiscal analyses to ensure the provision of accurate, timely budget development, budget monitoring and fiscal and resource analysis to all Florida Department of Veterans’ Affairs (FDVA) budget entities. The incumbent provides administrative direction and support services through the operation of a centralized accounting and budget office. This Office maintains detailed accounting records and budget documents for the Department. Serves as manager for projects, provides leadership and oversight for financial and budget management componets and ensures compliance with state and federal laws governing the preparation of fiscal and budget reports. Responsible for major government financial activities including assessing, planning, analyzing, evaluating, and implementing complex budget, fiscal, accounting and asset resources analysis covering a broad range of business lines, activities, and processes in a highly automated financial accounting systems environment. Responsibilities include providing professional and technical assistance and support in a wide range of financial, administrative and analytical activities, including fiscal impacts, financial reporting, systems analysis, strategic planning, and resource and debt management. Fiscal duties include but at not limited to the timely and accurate completion of Accounting/Financial Fiscal Year End reporting as required by the Department of Financial Services and directing the day-to-day operations of the Revenue, Accounts Payable, Property and Financial Management units. Budget duties include but are not limited to monitoring Budget versus Actual reports, coordinating budget adjustments and supplements with various budget entities, coordinating department budget data and service program information for the development of the annual Operating and Capital Budget and the Executive Budget. Work is performed within established policies; however assignments are performed with independence requiring the exercise of sound judgment and initiative.
Essential functions/job standards
- Working knowledge of generally accepted accounting principles (GAAP), preferably in a state government environment.
- Working knowledge of budgeting principles and terminology.
- Knowledge of computer software applications such as Microsoft Office applications.
- Knowledge of financial reporting practices.
- Ability to communicate ideas, findings and recommendations in a clear, concise manner both verbally and in writing.
- Ability to analyze trends and to research and assimilate data from various detailed record sources for the development of analyses and reports.
- Ability to establish and maintain effective relationships with officials and employees in state agencies. Serves as the agency contact for state financial reporting.
- Supervises, develops and coordinates the implementation of FDVA’s financial/budget requirements.
Degree/License/Certification
Bachelor’s degree in business, accounting, finance, public administration, or related field.
Years of Experience
The candidate must have a minimum of five (5) years of experience in accounting, budgeting, and financial management, of which a minimum of five (5) years must be in a managerial capacity.
Language
English proficiency.
Knowledge
Knowledge of supervisory principles, policies and best business practices in the fields of fiscal, accounting, budget and financial management. Knowledge of instructional methods and training techniques including individual development plans; of State of Florida and Federal laws and rules applicable to preparation of financial statements; of development of budgets; of accounts payable; of revenue administration; of fiscal recording of Capital Improvement Plans; of property management; and, of other fiscal activities performed in a Governmental agency.

Examples of Work
Performs technical fiscal studies, analyzes acquired data and recommends course of action.
Participates in monitoring changes in policies, procedures and laws in order to identify areas of financial impact.
Provides analytical and administrative assistance in the development and implementation of efficient financial management systems and procedures that are in compliance with all applicable laws, rules and regulations.
Provides technical assistance to staff on administrative requirements and formulation of fiscal policies. Reviews financial data and prepares recommendations for administrative and operating management personnel.
Interprets federal rules and regulation as related to the administration of grants and agreements within the Department.
Serves in a consultative capacity with FDVA staff members for the development of the accounting and financial reporting requirements.
Trains and provides ongoing oversight to Fiscal Office personnel. Provides guidance in financial and budgetary matters to ensure compliance with state and federal statutes, rules and regulations, and interpretations of the same.
Prepares periodic financial reports submitted to Senior Management, and other financial and or statistical reports of a complex nature.
Directs, coordinates, implements procedures and oversees the Fiscal Office Directs, oversees and performns the functions and day-to-day activities listed below in compliance with Generally Accepted Accounting Principles (GAAP) and State and Federal guidelines and laws.
Develops and oversees the implementation and evaluation of accounting systems.
Revenue Administration
- Recording, reconciliation and reporting of revenue from Federal, State and Third Party Providers
- Revenue Projection
Cost Reporting – Medicaid and Medicare
Accounts Payable Processing
Assist with contractor payment requests and ensures compliance with state and federal administrative requirements.
Annual FDVA budget
- Spending Plan
- Budget amendments
- Participates in providing technical assistance for preparation and presentation of the annual budget.
Financial management
- Accounting and reporting for all department’s budget entities
- Monthly and annual FLAIR account reconciliations of Financial Statements.
- Preparation of comprehensive annual financial statements submitted to the Department of Financial Services, including but not limited to, Year-End Reporting, SEFA and any other required accounting/financial reports.

Annual Legislative Budget Request (LBR)

- Assists in the preparation of the LBR Issues
Oversees and directs the preparation of LBR reports and schedules and ensures timely and accurate submission of required documenattion.
Serves as the systems administrator for FLAIR, LAS/PBS, RDS, BAPS and others.
Perform other duties as assigned.
