Housing Counselor
Reports To: Director of Operations
Job Functions
A. Assist families for preparation for homeownership in the program, establish plan and goals, identify needs and coordinate services
- Conduct recruitment workshops at selected sites
- Interview prospective participants for the program and determine eligibility based on program guidelines, complete forms
- Identify needs and obstacles to the achievement of home ownership in the areas of loan approval, home closing, etc.
- Assess or provide loss mitigation options anddevelop individual plans with participants and assist in coordinating services associated with home ownership
- Process necessary application materials to ensure applicants receive appropriate program assignment
B. Meets with participants regularly to assess progress toward achieving goals, determine if additional barriers exist, provide additional services as needed, and maintain related records
- Meet periodically with families to counsel them on areas of home ownership, such as lending programs, locating appropriate housing, contracts, making offers, etc. and provide individualized counseling, family counseling, as needed
- Monitor and evaluate participant progress, prepare progress reports and follow-up as needed
- Maintain appropriate files and case notes and client tracking data by utilizing the web base system
- Provide post-homeownership counseling, as needed by clients
- Interact with clients & agencies in obtaining and providing information in a polite and efficient manner, both in person, virtual, and on the telephone
7. Use sound judgment in order to make decisions in accordance with established procedures and
Guidelines
C. Meets with participants/client on a as needed basis to assess obstacles to intervening in foreclosure situations, determine client’s eligibility for workout options
- Instruct client of the importance of making and keeping contact with the lender
- Assess the client’s ability and willingness to take corrective action to avoid foreclosure
- Perform intake by gathering baseline information from client
- Assess client’s mortgage, payment status and urgency in the delinquency and foreclosure process
- Develop loss mitigation options
- Communicate with the servicer and submit loss mitigation package to the servicer
- Negotiate with junior lien holders and Homeowners Association
- Create a comprehensive written Action Plan for foreclosure avoidance or client’s preference
- Provide follow-up to client
- Provide client with contact information for additional community services that might be available
- Summarize a statement of the problem, steps to be taken by the client, steps to be taken by the
counselor, and the timeline necessary to accomplish these tasks
- Closely monitor active files, with timely follow-up in accordance with the stated Action Plan.
when no contact from the client has taken place for 3 consecutive months, the file may be
classified as inactive
- Collect and maintain specific information from clients in accordance with all laws and governing
organizations (i.e., HUD, Intermediary, etc.)
- Establish referral networks for individuals and families seeking services that the Foreclosure
intervention Counselor does not provide or possess sufficient competency to adequately and
effectively deliver
- Utilize an electronic client management system for collecting and reporting data
Knowledge, Skills, and Abilities * Knowledge of the principles and practices of social work and case management
- Possess a strong knowledge in the area of mortgage default and/or foreclosure intervention counseling, specifically relating to the current industry practices of loss mitigation to include loan repayment, forbearance, modification, refinance, loan assumption, short sale, deed-in-lieu, community referrals, and other remedies available to the homeowner to avoid foreclosure.
- Understand the structure of the primary and secondary markets, the collection and loss mitigation functions of those entities collecting mortgage payments, financial management and budgeting, and be familiar with state and federal regulations regarding the foreclosure process
- Possess the skills to obtain pertinent client information, analyze financial and property data and draft a comprehensive written Action Plan based on the client’s goals outlining the resultant recommendation for foreclosure avoidance or sale
- Exhibit professional communication (written and verbal), organizational, listening, customer service, cultural competency and time management skills.
- Demonstrate a “hands-on” knowledge of the remedies available to the homeowner to avoid foreclosure including negotiation and critical thinking skills, and demonstrate an ability to provide timely crisis counseling to individuals/families in need
- Knowledge of HUD and organizational regulations, policies, and procedures
- Knowledge of business English, spelling, arithmetic, and vocabulary
- Knowledge of basic office equipment, including computer, fax, telephone, copier, etc.
- Knowledge of the organizations and agencies in the area that provide lending programs utilized by clients
- Knowledge of the principles of communication
- Knowledge required to perform professional-level work dealing with data, people, and technology that relates to administrative, technical, scientific, engineering, accounting, legal, or managerial skills
- Ability to work in a dynamic environment that requires the incumbent to be sensitive to change and responsive to changing goals, priorities, and needs
- Ability to counsel with low income families regarding home ownership, planning, and follow-through
- Ability to understand and follow oral and written instructions
- Ability to read, understand, and apply HUD and organizational rules, policies, procedures, and instructions
- Ability to organize and present workshops and training sessions addressing home ownership, financing programs, and related issues
- Ability to accurately analyze progress toward achieving goals
- Ability to establish and maintain effective working relationships with the residents, lending and financing agencies, and other employees
Minimum Qualifications
2+ years of work experience in an equivalent field. Must obtain certification as housing counselor within 3 months of employment.
Other: Valid Florida Driving License
HUD Certified Housing Counselor (preferred)
Insurable under the agency’s insurance policy
