Full Job Description
SUMMARY
Responsible professional and managerial work directing the City’s Affordable Housing and Neighborhood Improvement programs. The programs of the Housing Division address the improvement of existing neighborhoods within the City through meeting housing needs in the City of Largo across the range of the housing continuum, from assistance for the homeless, to assisting people with home ownership, and through associated neighborhood improvement strategies including new sidewalks, streetscape, street improvements and other infill scale infrastructure. Work is performed with minimal supervision and a wide latitude for independent action following established guidelines, rules and policies.
The work is performed under the general direction of the Community Development Director.
Hiring range: $64,314.00 – $83,750.00
Programs of the Housing Division Include: Affordable Housing Development
- Rental and homeowner rehabilitation assistance
- Housing replacement and new infill development
Downpayment Assistance
- Financial assistance to assist income eligible people in purchasing a home
Program Grant Support
- Funding sub-recipients for capital projects and programs to assist low income individuals
- Assistance for the homeless and special needs populations
Neighborhood Improvements
- Use of Community Development Block Grant (CDBG) funds for nuisance abatement and capital projects

ESSENTIAL DUTIES AND RESPONSIBILITIES
Leadership

Management
- Effectively manages assignments and priorities to ensure the fulfillment of projects, tasks, and responsibilities
- Follows suggested procedures to assure the highest standards of risk management, employee safety and risk avoidance
- Coordinates and manages all housing programs for the City. These may include assistance and emergency shelter for the homeless, supportive housing for people with special needs, assisted rental housing, assistance to first time home buyers, rehabilitation assistance to existing homeowners, housing replacement and neighborhood improvement projects such as sidewalks, street improvements and slum and blight removal. Supervises the administration of various federal, county and state funding sources to service providers to provide housing support services. Management of housing programs requires assignment of activities to housing personnel
- Develops new programs or modifies existing programs to meet changing City policies and federal, state and local requirements. Develops new programs to meet the evolving housing needs of existing and prospective residents and neighborhood improvement strategies derived from the City of Largo Strategic Plan and other City policies. Coordinates program development with the private sector, (including lending institutions and real estate brokers), other governmental agencies and non profit service partners (such as Habitat for Humanity)
- Provides staff support to the Affordable Housing Advisory Committee (AHAC) which provide policy feedback and new ideas to maximize the provision of affordable housing
- Functions as liaison with the Largo Area Housing Development Corporation (LAHDC). Serves as City representative on housing matters to regional housing boards and committees
- Monitors the housing programs to evaluate effectiveness in meeting the needs of the community, furthering City goals, and use of public funds
- Serves as mentor and job coach to new employees
- Supervises housing staff; hires, trains, evaluates, and disciplines assigned employees
Technical
- Develops recommendations on housing and neighborhood improvement issues, prepares reports and memos and presents to elected officials, advisory boards and citizen groups (City Commission, Community Development Advisory Board)
- Prepares grant applications and associated reporting documents for housing initiatives, ensuring complete documentation of individual cases to be compliant with all associated laws and regulations
- Responsible for preparation of the Housing Division annual budget; ensures financial accountability and appropriate record keeping and internal controls for all housing programs

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
MINIMUM QUALIFICATIONS
Education and Experience:
- Bachelor’s Degree in Business Administration, Public Aministration, Urban Planning, Government or related field is required
- Three (3) years experience in affordable housing program administration, federal and state housing programs, neighborhood revitalization and rehabilitation; or an equivalent combination of education and experience*
- Three (3) years of related supervisory experience
- Federal Housing Regulations and State Housing Initiatives Partnership (SHIP) program, CDBG and HOME Investment Partnership Program (HOME) experience is preferred
- Neighborly software, iCompass, Integrated Disbursement and Information System (IDIS) software, or other similar software program experience is preferred
- Possession of a valid Florida Driver’s License or a valid driver’s license from another state that can be transferred within 30 days from hire
- If a candidate cannot be identified with both a Bachelor’s Degree and related experience, those with a requisite combination of suitable education and experience may be considered
Knowledge, Skills, and Abilities:
Thorough knowledge of:
- Federal, state, and county housing programs, housingprogram administration, real estate financing, and construction techniques
- Pertinent federal, state and local laws, codes and regulations including recent changes
- Specialized areas such as housing rehabilitation, housing infill, slum and blight clearance and management of neighborhood improvement capital projects
- Research and statistical methods related to housing and community development
Ability to:
- Provide effective supervision and staff management
- Plan, assign, supervise, and review work of professional and technical employees
- Establish and maintain effective working relationships as necessitated by the work
- Communicate clearly and concisely, orally and in writing
- Manage multiple, high-priority assignments simultaneously
- Use strong communication skills to develop and present recommendations and give presentations to City Commission, boards and citizen groups
- Attend frequent evening, and occasional weekend meetings
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
Work Environment: 90% inside a climate controlled building; 10% outside which includes driving.
Physical Requirements: The essential functions of the job require: sitting approximately six (6) hours per day, standing approximately one (1) hour per day, and walking approximately one (1) hour per day. The job also requires frequent fine manipulations, and lifting objects weighing up to 15 pounds; occasional bending/stooping, grasping, pulling, pushing, and reaching. On rare occasions the work requires lifting/carrying objects weighing up to 25 pounds.
Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation and on the telephone. Speaking: Ability to communicate orally with others and speak effectively on the telephone and while giving presentations to groups. Seeing: Ability to see and read computer monitor screens, operate a vehicle, and read normal and/or fine print.
Driving Requirements: The work requires occasional driving and possession of a valid Florida Driver’s License.
Office Machines: Advanced proficiency with computer hardware and software programs including word, spreadsheet and/or database applications, internet applications, and database management.
