Summary

The Housing Specialist is to assist residents from the Baldwin Women’s and the SPFC Men’s Residence find and maintain affordable housing within the private rental market and provide supportive services while residents’ transition into and maintain permanent housing. Cultivate and maintain relationships with housing resources in Pinellas County. Work within a program for people recovering from substance abuse and homelessness.

General Statement of Duties

Provide a variety of office and field activities to assist residents obtain housing, maintain stability and self-sufficiency. Establish relationships with property owners/managers to acquire housing opportunities for residents. Work with residents and landlords to complete documentation needed for the application and move-in process. Provide supportive services to promote self-sufficiency, integration into the community, and permanent housing. Collaborate with the Case Managers to successfully place residents into permanent housing. Work with the residents to determine if they qualify for any funding or other assistance to acquire housing. Perform administrative tasks involved in the review and maintenance of a caseload and compliance with reporting requirements in a timely manner. Conduct site visits and other follow-up to assist past residents to maintain housing and long-term abstinence.

Essential Functions/Responsibilities

  • Work with residents, in collaboration with their Case Manager, to determine their specific housing needs and eligibility for any funding. Develop a housing procurement, financial, and self-sufficiency budget and case plan.
  • Build and maintain relationships with landlords to establish resources for housing.
  • Create and maintain consistent communication channels, both verbal and written between several parties (i.e. tenant, landlord, referral source, collaborating agencies, debtors, and creditors).
  • Serve as an ongoing liaison between property managers/landlords and residents. Assist conflicting parties to resolve issues.
  • Apply knowledge of residential lease contracts to educate residents of their rights and responsibilities.
  • Keep accurate records, monthly outcome reports, and record resident progress in PHMIS (Pinellas HMIS) on a timely basis.
  • Maintain a complete working file for each resident, providing activity documentation and copies of all corresponding paperwork.
  • Transport residents as deemed necessary. Transportation requirements should be limited to housing and occasional visits to relevant social service agencies.
  • Comply with and maintain knowledge of Federal/local regulations along with privacy and confidentiality laws.
  • Attend job-related meetings and workshops.
  • Assume other responsibilities as assigned.

Minimum Qualifications

  • Demonstrated knowledge of community resources, social service agencies, housing programs, HUD guidelines, and rental properties in Pinellas County.
  • Strong administrative, communication, customer service and financial management skills.
  • An Associate’s Degree in Business, Human Services or a related field.
  • Intermediate computer skills including knowledge of Microsoft Office.
  • English language required. Spanish speaking ability preferred.
  • Understanding of and concern for issues of homelessness and recovery from substance abuse. Prior experience working with chronically homeless individuals preferred.
  • Must have vehicle with required insurance, valid Florida driver’s license, and clean driving record
