The Talent Acquisition Coordinator position will develop relationships with and influence organizational leaders throughout the County across a range of disciplines in order to strategically source, identify, recruit and build a candidate pool for a diverse, talented and engaged workforce to effectively serve the citizens of Pinellas County. The successful incumbent will have a passion for recruiting and strong working knowledge of social and digital media recruiting techniques. This position provides full scale talent acquisition services to the managers and staff across Pinellas County Government. Position is a member of a high performing team specializing in the organizational functions responsible for acquiring qualified applicants for agency-wide job openings. This position supports outreach activities, provides professional recruitment to supervisors and managers and provides recruitment support services to job seekers.
Position Specific Requirements:
- Bachelor’s degree in Human Resources, Business Administration or a related field plus a minimum of
- 4 years of professional experience in the following areas:
- Behavioral interviewing experience in a professional environment.
- Strong employment marketing and sourcing skills including demonstrated experience sourcing quality candidates via a variety of channels including the internet, social and digital media.
- Strong leadership behaviors and values including influencing skills, negotiation skills, teamwork, credibility, fairness, respect and customer service.
- Working knowledge of applicant tracking systems, such as Taleo, including experience creating reports and metrics.
- Strong working knowledge of Microsoft Office products including Outlook, Word, and Excel.
- Or equivalent combination of education & technical experience
Additional Requirements:
- Possession and maintenance of a valid Florida Driver’s License
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Highly Desirable:
- Experience working in a government agency (City/County).
- Strong interpersonal and communication skills, with ability to professionally interact with and influence a diverse blend of personality types at all levels of the organization.
- Good judgment, with ability to make and recommend sound decisions.
- Ability to prioritize, manage time effectively, and work closely with leadership and hiring managers to quickly address needs and adjust focus as needed.
- Knowledge of Veteran’s Preference and employment law or experience recruiting professional candidates in a government environment.
- Ability to work independently and with a high level of self-motivation.
- Ability to treat sensitive/confidential information with appropriate discretion.
- Certification from SHRM, HRCI, IPMA
Illustrative Tasks:
- Provide expert level consultation to supervisors and managers in the areas of talent acquisition/recruitment. Use consultant skills to communicate with supervisors via telephone or in person in order to gain understanding of supervisor’s/manager’s needs.
- Develop recruitment and sourcing strategies with particular attention to underrepresented populations
- Identify, analyze and create recruitment solutions for supervisors, managers, and the agency while supporting and facilitating communication up and across all levels of the organization.
- Resolve complex issues to achieve recruitment success for hard-to-fill mission critical vacancies.
- Research and report recruitment details such as quality of applicant pool, advertising and marketing results, and customer satisfaction with process and applicant pool.
- Ensure compliance with state and federal pre-employment laws, and the Unified Personnel System Rules and Policies
- Create, design and write creative and targeted job announcements/advertisements.
- Coordinate and lead recruitment, outreach, and hiring events to meet agency needs.
- Prepare and develop recruitment communication and marketing materials and plans.
- Use applicant tracking system to review, screen, and refer qualified applicants.
- Create and/or approve interview questions for legal compliance; participate on interview panels as needed.
- Source passive candidates and actively engage the community through hiring and networking events, websites, job boards, colleges, social media, etc.

- Knowledge of applicable federal, state and local laws, rules, policies and procedures and applicable methods of compliance;
- Ability to organize and present clear and concise oral and written reports;
- Ability to maintain positive relations between elected officials, associates, vendors, suppliers, members of the public, business associates, and others; and
- Ability to accomplish heavy workloads, remain flexible to meet unforeseen changes in deadlines, priorities, and requirements, multi-task and adhere to tight timelines;
- Ability to apply sound judgment and initiative in making recommendations and resolving complex problems;
- Ability to complete assignments independently, researching and preparing documents.
- Strong written and verbal communication skills with the ability to write compelling job announcements and speak in front of large groups of people.
- Critical thinking skills to use logic and reasoning to identify solutions, conclusions or approaches for resolving problems
- Experience reviewing and assessing resumes and applications to provide guidance to supervisors and top candidates to interview as well as to provide feedback to employees on how they can improve their application materials.
- Experience ‘prospecting’ and sourcing applicants using creative ideas, methods and techniques to identify the best available application in a given market.
- Strong networking skills, developing and maintaining long-term effective networks.
- Demonstrated analytical abilities including the capacity to gather and accurately decipher a variety of data.
- Advanced proficiency in internet research sourcing, on-line application tracking systems
- Advanced skills with Microsoft Office Suite including Word, Outlook, Excel, Internet search engines and social media.
