INTRODUCTION

This is highly responsible professional and administrative work in providing technical engineering expertise in planning, design, construction, and related support work for public works/utilities construction, maintenance, and capital improvement projects.

NATURE OF WORK

An employee in this class, under administrative direction, serves as in-house engineering consultant to the city’s Stormwater, Water or Wastewater Departments. Work is of unusual difficulty and involves complex and demanding professional engineering assignments requiring the employee to exercise extensive initiative and independent judgment in planning work details, making advanced technical determinations with respect to engineering problems, and managing capital improvement projects. Work is reviewed through staff conferences, oral and written reports, and results achieved by completion of programs. Appointed position; employee serves at the pleasure of the Mayor.

EXAMPLES OF DUTIES

Manages the development, approval, and implementation of studies for future requirements for water production, treatment, and distribution facilities or for storm water drainage improvements and wastewater collection, treatment, and disposal systems.

Consults with department managerial and operational staff on plant, equipment and machinery needs, and modifications; determines priorities in scheduling of projects and programs; develops and administers departmental capital improvement plans, including the scope of projects, schedules, and budgets.

Reviews plans submitted by consultants and recommends change or acceptance of plans, specifications and contract documents; confers with and advises engineers, contractors, architects, and others relative to proposals, city specifications and standards, and soundness of design and theory; coordinates designs and drafts of plans, specifications, and cost estimates for proposed structures or components of facilities.

Serves as departments’ Professional Engineer of Record; signs bid documents, construction permits, etc.; represents department at meetings, conferences, and committees.

Meets with departments, consultants, and staff to resolve issues prior to and during construction activities; initiates construction change orders consistent with contract documents; reviews and approves pay estimates submitted by contractors and consultants.

Monitors field inspections and testing of construction activities under contract; coordinates and evaluates performance of inspection work on major projects involving difficult engineering work; recommends changes and makes partial or final acceptance decisions on field construction work.

Prepares reports and correspondence; assigns, develops, and evaluates personnel; manages unit budget and work processes.

Performs related work as required.

KNOWLEDGE, SKILLS & ABILITIES

Comprehensive knowledge of: principles, practices, and techniques of modern civil engineering pertinent to the assigned area of work; construction methods and techniques as applied to the building and maintenance of public works facilities.

Considerable knowledge of: modern management principles and practices; modern office practices, procedure and equipment; application of data processing to the development and monitoring of capital improvement budgets.

Ability to: plan and direct the design of engineering projects, make accurate cost estimates, inspect work in process, and determine compliance with plans and specifications; plan, assign, direct, and coordinate the work of professional, paraprofessional, and clerical employees in a manner that promotes full performance; write and speak clearly and succinctly in a variety of communication settings; establish and maintain effective working relationships with city officials, directors, managers, consultants, and the general public; set clear objectives and measures and monitor process, progress and results.

Skill in: research and analysis of data.

SUGGESTED MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a bachelor’s degree in civil engineering or a related engineering degree and seven (7) years of progressively responsible experience as a professional engineer, including supervisory experience.

LICENSES OR CERTIFICATIONS

Possession of:

  • A valid Florida driver’s license 
  • Registration as a Professional Engineer in the State of Florida or Professional Engineer registration from another state and the ability to obtain Florida registration within six (6) months of employment.

EXAMINATION

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

COMMENTS

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
