FLSA Status: Temporary (9 months with potential for renewal), Non-Exempt. No benefits associated with this position at this time.

Summary: The Landlord Liaison supports the Pinellas County Continuum of Care by leading efforts to effectively market Emergency Housing Vouchers (EHVs) to new and existing landlords and owners with the goal of expanding the number of units available to households receiving assistance. The Landlord Liaison will identify permanent housing units in the rental market throughout Pinellas County, develop partnerships with landlords to overcome barriers that prevent Emergency Housing Voucher (EHV) households from obtaining permanent housing, and work closely with Housing Navigators/Specialists within the CoC to ensure households can access housing.

Duties and Responsibilities:

  • Assess housing barriers of individuals and families receiving Emergency Housing Vouchers (EHVs) to determine housing and service needs.
  • Perform landlord outreach efforts including: meeting with various interested parties to discuss the advantages of participating in voucher program; on-site visits at apartment complexes or realtors offices; private presentations at agencies, and attending meetings where interested parties may be present.
  • Provides mediation and advocacy with landlords on behalf of individuals and families to develop a workable plan to obtain and maintain housing.
  • Develop and maintain a working knowledge and understanding of housing support systems qualifications, policies, rules, and procedures for housing vouchers, funding and support assistance programs.
  • Assist with the completion of required Public Housing Agency (PHA) forms.
  • Provide information and referral assistance regarding available support from appropriate social service agencies and/or community programs.
  • Serves as ongoing liaison between landlords, property managers, and tenants.
  • Works with diverse stakeholders from public, private, and nonprofit sectors to effectively facilitate processes and reporting.
  • Apply knowledge of residential lease contracts to educate clients, landlords, property managers, and Public Housing Agencies (PHAs) of their rights and responsibilities.

Computer Skills:

To perform this job successfully, an individual should be proficient with computers and related technology; must maintain participant-related data tracking systems in HMIS, including case notes. Should have experience with MLS and Microsoft Office Products.

Education/Experience:

Bachelor’s degree (B.A./B.S.) or equivalent combination of education and experience in real estate, property management, leasing, public relations, sales, or similar field.

Certificates and Licenses:

Florida Driver’s License required. Must past a Level II Background Screening.

Knowledge, Skills and Other Abilities:

· Housing location experience within Pinellas County and/or working knowledge of affordable properties

· Knowledge of landlord/tenant negotiation/mediation and Florida landlord/tenant law

· Knowledge and belief in the Housing First philosophy and intervention

· Works effectively with people of varying racial, ethnic, cultural, educational, and socio-economic backgrounds

· Must have strong verbal and written communication skills; and be skilled in mediation

· Ability to set appropriate limits, work under deadlines and multi-task

· Ability to organize, prioritize, self-motivate, and deliver results

· Knowledge of principles and practices of methods of collecting and analyzing data and preparing reports

· Must be detail-oriented and solution-focused

· Ability to exercise sound judgement in decision making

· Maintains personal and professional integrity and handles confidential information with discretion

· Must have a commitment to empowering others to solve his or her own problems and a conviction about ability of people to grow and change

· Must have a conviction about the ability of people to learn, evolve, grow, and change
