Job Overview:
The Manager of Contracting and Procurement is responsible for the performance of administrative work of average difficulty involving the procurement of services, supplies, materials, and equipment for the Tampa Housing Authority. This position manages the procurement process and ensures compliance with THA contract management systems, procedures, and policies. Work involves contracting and contract oversight, preparing scopes, report writing, interface with vendors, and basic financial tracking. The successful incumbent of this position is recognized as the technical expert on THA procurement and contracting subjects.
Responsibilities and Essential Duties:
Coordinates with end user departments in the development of bid specifications, scheduling, publishing, receiving and the execution of Purchase Orders and/or contracts for all Request for Quotes (RFQ’s), Invitations for Bids (IFB’s) and Request for Proposals (RFP’s)
Plans, assigns, schedules, supervises, and conducts an annual review of the Purchasing Agent (s) assigned to the Contracting and Procurement Department
Ensures licensing requirements for all vendors, maintains and documents MBE/Section 3 compliance
Ensures that all bids for goods and services are awarded in a timely manner to prevent the disruption of services and/or productivity involving daily operations throughout the Authority
Responsible for development, implementation and analysis of systems and procedures, monitoring and reporting on procurement and purchasing activity
Application of Davis Bacon Wage requirements with applicable contracts and general procurement methods and practices
Supervise and develop assigned staff, and ensure timely completion of performance evaluations
Recommends such personnel actions as employment, promotions, transfers, demotions, suspensions, and dismissals
Ensures compliance with THA procurement policy and procedures
Required Qualifications:
Education level
Bachelor’s Degree in Public Administration, Business Administration or related major.
Experience
Four (4) years of progressively responsible public procurement experience; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.
Specific skills
Ability to use sound judgment in order to make decisions in accordance with established HUD and Agency procedures and guidelines.- Knowledge of HUD Guidebooks, the code of Federal Regulations, HUD Notices, Department of Labor Notices and Handbooks, and other directives from various Federal agencies.

Ability to work in a dynamic environment that requires the incumbent to be sensitive to change and responsive to changing goals, priorities, and needs
Physical abilities
Must be able to remain in a stationary position 50% of the time.- Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
- Clarity of vision at 20 inches or less. Ability to judge distances and spatial relationships to see objects where and as they actually are.
- Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
Certifications
Requires completion of the National Association of Housing and Redevelopment Officials (NAHRO) Mastering Procurement and Contract Management Training within the first six months of employment.
Licenses
Valid Florida Driver’s License- Insurable under the agency’s insurance policy
