General Description: This is paraprofessional work assisting the professional staff in the Office of the County Attorney in providing legal services for the County.
An employee in this class researches law, investigates facts, and prepares documents in draft form to assist the County Attorney, Chief Assistant County Attorney, and the Assistant County Attorneys. Considerable discretion and independent judgment is exercised in the conduct of legal research and writing in order to prepare initial legal memoranda, opinions, pleadings, legislative documents, briefs, graphic aids, and contracts, etc.
EMERGENCY RESPONSE/RECOVERY ACTIVITIES: All employees will be required to work before, during, or after an Emergency. During an Emergency employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
Essential Job Functions: Conducts extensive research relating to complex problems and projects and prepares memorandum and/or opinions containing recommended courses of action and/or solutions. Conducts investigations and interviews with County employees and other witnesses in order to gather information relating to particular factual legal issues and/or litigation. Provides assistance to various County Departments relating to responses to legal problems and/or preparation of legal documents. Prepares drafts of resolutions, responses to legislative requests, leases, and contracts. Assist the County Attorney, Chief Assistant County Attorney and Assistant County Attorneys in preparing for trial and preparing responses to requests for legal opinions. Prepares graphic aids, tables, slides, and other legal pleading and papers relating to litigation. Prepares graphic aids, tables, slides, and other audio/visual devices for the County Attorney and Assistant County Attorneys. Establishes and maintains a fully indexed and cross-referenced bank of briefs, memoranda, and other research documents previously produced by the office. Performs related work as required.
Knowledge, Skills and Abilities:
- Knowledge of the principles, methods, materials and practices of legal research is required.
- Knowledge of federal, state and local statutes and ordinances, the common law, and administrative rules and regulations.
- Knowledge of legal publications and ability to keep such publications organized and up to date.
- Extensive writing skills, including the ability to prepare legal memoranda, opinions, legal documents, briefs, resolutions, ordinances and other legal correspondence.
- Enhances communication skills, including the ability to interview witnesses, coordinate with other agencies and law offices, and discuss complex legal issues with attorney staff.
- Ability to deal tactfully and effectively with County officials, employees, court officials and general public.
- Ability to use the computer to perform legal research and title searches.
- Eminent domain experience preferred, but not required
Minimum Requirements: PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor’s Degree and one (1) year of experience as a law clerk or a paralegal; OR an Associate’s Degree and two (2) years of experience as a law clerk or paralegal; OR An equivalent combination of education, training and/or experience.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid driver’s license.
