BASIC FUNCTION

This position provides payroll expertise, processing and auditing payroll activities.  Incumbent will process in-house payroll up to settlement, and will provide support to payroll accounting, reconciliations, research of payroll- related matters and multi-state tax.

Incumbent will serve as a point of contact for Employees for payroll, tax, and all earnings and deductions that have an impact on employee paychecks.  Incumbent will ensure that payroll processes comply with internal and external rules, policies, laws, and regulations, and will play an important role with payroll communications (internal and external), implementations, conversions, mergers and acquisitions and training.

ESSENTIAL FUNCTIONS

  • Process employee wage and salary information using a computerized payroll system, in accordance with Federal, State and Wage and Hour laws
  • Apply, interpret, and communicate Federal (IRS, DOL and etc.), State, and Local laws, rules and regulations as they apply to human resources, and payroll administration
  • Administer time keeping records for employees and management of Paid Time Off (PTO) calculations
  • Consult with internal and external vendors as necessary to devise a solution to resolve payroll issues; partner with third party providers to coordinate whatever portion of payroll services is outsourced (e.g., settlement, garnishments, etc.)
  • Audit employee information changes made by employees via Employee Self-Service (ESS); Enter employee data/information into the HCM system
  • Collaborate with HR to maintain, archive, and secure all appropriate payroll and employee related data and records required by federal, state and local taxing authorities
  • Assist with year-end verification, processing, and distribution of W-2 records and all other periodic reporting requirements from payroll records
  • Train employees and managers in human resources and payroll functionality within HCM and delivered through ESS and Manager Self-Service (MSS)
  • Process garnishments with third party vendor for federal/state tax levies, child support orders and other court ordered deductions to have entered in Payroll system for processing and payment to the agencies
  • Monitor compliance with 3rd party vendor in adhering to payroll/payroll tax changes (updates) and modifications to procedures in order to insure compliance with governmental and company policies.  Coordinate with tax service on all applicable tax audits from various governmental agencies.
  • Serve as liaison with internal/external departments to ensure new Federal, state and local tax accounts are established when necessary
  • Takes ownership for escheatment rules for unclaimed wages as they apply to State Laws governing abandoned property known as “escheat” laws, because the property “escheats” to the state.
  • Perform other duties as assigned

OTHER RESPONSIBILITIES

  • Assist in developing, updating, and maintaining a variety of reports; Produce scheduled and ad hoc reports for PSCU as requested, including the ability to write reports, and present and explain the contents of the reports
  • Assist in payroll and time and attendance system administration
  • Assist in the review and testing of HR systems to verify accuracy of all data flowing through the payroll cycle, including testing in compliance with our policies and procedures
  • Perform other duties as assigned

POSITION SPECIFICATIONS

Education: A Bachelor’s degree in Accounting, Finance, Business Administration or a related field, or equivalent combination of education and experience required.  CPP certification preferred.

Experience:   Four (4) years payroll processing experience including Multi-State Tax processing required. Two (2) years of experience using report writing tool designed for Human Resource, Benefits, Compensation and Payroll data analysis required.

Must be detail oriented, be self-motivated and have ability to focus on complex and repetitive tasks in a fast-paced environment.

  • Ability to consistently demonstrate strong reasoning and analytical skills with ability to develop detailed project and budget planning
  • Advanced proficiency in word processing, spreadsheet software, and Microsoft Project, Visio, Outlook, and SharePoint (or similar programs); Extensive experience utilizing earned value project management tools, preferably Microsoft Enterprise Project
  • Ability to travel as needed to successfully perform position responsibilities
  • Ability to maintain confidentiality of materials handled
  • Ability to be flexible and work under high pressure in a complex environment
