Salary Disclosure: Starting Salary: $67,400.00
Salary Range for this Position: $67,400.00 – $112,557.00

General Description: Highly responsible professional administrative, project management and managerial work in assisting the County Administrator and Strategic Policy Administrator in the implementation of Penny for Pasco projects, the Board of County Commission’s Strategic Plan, Economic Development Plan, and in supervising a staff of technical, field, and office personnel. Provide intergovernmental coordination and ensure accurate and timely communication with the Board of County Commissioners, Pasco County citizens and other stakeholders. Additional responsibilities include complex tasks involving special projects, administrative record keeping detail, research and analysis, follow up functions and frequent communication with all levels of County government and external agencies. Capability to prioritize and manage multiple projects with tight deadlines.
ESSENTIAL JOB FUNCTIONS:
Oversees the process of defining Key Economic Spaces, Activity Center, development and redevelopment projects and other future viable areas that will serve as unique job centers (competitive sites). Monitors legislation and regulations relating to economic development, and report findings to the appropriate impacted parties. Obtains and administers State and Federal grants to help businesses grow or relocate in the County and to support the BCC Strategic Plan, Economic Development Plan, and other redevelopment or special area plans. Documents, tracks and generates reports regarding programmatic efforts including BCC Business Plan Implementation, implementation of Urban Land Institute recommendations, Economic Development Plan, Capital Improvement programs, Tourism Plan, Public Information Office efforts, and inter/intra agency functions. Builds and maintains community relationships, reporting and/or presenting to the community groups, and serving on various committees as assigned. Coordinates projects and marketing strategies by working with county staff and community leaders, determining needs, analysing trends, scheduling and coordinating meetings, preparing and submitting reports and presentations, and developing solutions and strategy analysis.
Assists in project analysis by preparing information packets, GIS mapping and analysis, working with developers, realtors and area landowners, and researching properties and businesses. Designs and implements marketing and outreach materials to ensure public exposure to program offerings through print publication design, web site editing, social media, e-newsletters, direct mail and other
applicable mediums. Other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of general planning principles and practices. Ability to create and present ideas and findings clearly and concisely in written, oral, and graphic form. Ability to establish and maintain effective working relationships with department heads, outside agencies, and the general public. Ability to participate in planning studies. Ability to interpret applicable legislation, rules, and codes. Ability to operate a computer.
MINIMUM REQUIREMENTS:
PHYSICAL SKILLS: Ability to communicate effectively using speaking, hearing, writing, and vision skills. Advanced proficiency in the use of internet, computer software programs (word processing, Excel, Access, PowerPoint, Adobe Pro, ArcGIS).
EDUCATION, TRAINING, AND EXPERIENCE:
Graduation from an accredited university with a Master’s degree in Public Administration, Economics, Urban Planning or a related field. Eight years’ experience in urban planning, economic development, public administration, project/program management or related field required. Experience and understanding of various tax increment financing tools, tax credits, bonds and federal and state financial resources required. CEcD or DFCP credentials preferred. A comparable amount of directly related experience MAY be substituted at the County’s discretion for the minimum educational requirements if candidates are not available that fully meet the minimum requirements of the position as posted.
LICENSES, CERTIFICATIONS, OR REGISTRATIONS: Must possess a valid driver’s license.
