The Bay Pines VA Healthcare System (VAHCS) is located on 337 acres situated on the Gulf of Mexico in Bay Pines, FL. The Bay Pines VAHCS is part of the VISN 8 Sunshine Healthcare Network and services the healthcare needs of America’s Veterans in West Central and Southwestern coastal Florida. BPVAHCS provides care to a veteran population of more than one million in Florida and treats approximately 98,000 unique veterans annually. The medical center serves as a referral center for this area with 397 operating beds with care provided in almost all medical and surgical specialties and subspecialties as well as inpatient residential and long term care. Bay Pines, Florida is home to several beaches and parks. Florida is known as the “sunshine” state with an average of approximately 240 days of sunshine a year! The area boasts numerous extracurricular activities and sporting events each year with three major sports franchises represented within the Tampa Bay area. DUTIES: The Program Manager serves as the administrative and clinical manager for the 49 bed residential program. Scope of services includes clinical and administrative management of the Domiciliary Rehabilitation and Recovery Program (DRRTP). The incumbent is responsible for staffing, work assignments, overseeing provision of clinical services, monitoring admission criteria for the program, developing and managing the budget, and day to day program operation of the DRRTP and all reporting requirements. The DRRTP operates 24 hours/day, seven days a week. Additionally, the Program Manager is responsible for ensuring and monitoring the consistent utilization of systems redesign principles to enhance timely access of veterans to residential care. Others duties include but are not limited to:
· Provides coordinated, integrated, rehabilitative, restorative health, mental health, and vocational rehabilitation services to eligible Veterans who are homeless, at risk for homelessness, and/or are in need of return to work supportive services
· Provides a therapeutic environment preparing Veterans to span the continuum from high intensity supervised inpatient care to outpatient care in independent living arrangements
· Responsible for the design, development, and implementation of the DRRTP clinical services
· Development of short and long range goals and plans, development and implementation of policies and procedures to ensure goal attainment, management of administrative and programmatic resources, and outcomes monitoring using data driven quality assurance processes and defined metrics
· Ensures adherence to operational policies and procedures for the treatment team established by the Chief of MHBSS
· Provides first line supervisory responsibilities for approximately fifteen doctoral psychologists in MH&BSS across the facility and provides clinical supervision, consultation and guidance when needed
· Management of Human Resource aspects of service line operations, including hiring and disciplinary action, Labor/Management relations, performance appraisals, and professional boarding procedures for psychologists
· Provides a full range of psychological assessment services and diagnoses mental disorders, particularly for complex or unusually challenging Veterans
