Project Controls Analyst

Location: Tampa, FL
Pay: Up to $60/hr (W2 ONLY)
Duration: 24+ Months

Position Overview:
The Project Controls Analyst supports the Electric Delivery Project Management team by providing cost, planning, and scheduling expertise for major projects. Responsibilities include managing project budgets, forecasts, schedules, and ensuring compliance with accounting and regulatory guidelines. The role may focus on cost or schedule control, or both, based on project needs. Progression within this role is performance-based, emphasizing increased responsibilities and contributions to the organization.

Primary Duties and Responsibilities:

General Responsibilities (All Levels):

  • Manage and maintain project cost estimates/forecasts for all project phases, including engineering, procurement, and construction.
  • Track and analyze project costs, including budgets, commitments, actuals, accruals, and forecasts.
  • Assist in developing detailed budgets and cash flow projections, ensuring accuracy and alignment with project scope.
  • Provide detailed variance analyses and cost forecasts to support decision-making.
  • Collaborate with procurement, accounting, and other departments to ensure cost control and regulatory compliance.
  • Support public outreach efforts related to projects and attend public meetings as needed.
  • Analyze bid requirements to ensure incorporation of cost control measures in contracts and purchase orders.
  • Recommend and implement process improvements in project controls and management.
  • Develop and update detailed project schedules, ensuring integrity and identifying potential risks.
  • Forecast engineering and construction resource requirements and identify constraints.

Additional Responsibilities by Role:
Project Controls Analyst II – Senior Analyst:

  • Create and review detailed project budgets and execution plans.
  • Perform risk analyses and ensure Critical Path Method scheduling practices are applied.
  • Train and mentor junior analysts.

Project Controls Analyst Senior:

  • Provide leadership to administrative staff and oversee their work performance.

Project Controls Analyst Lead:

  • Manage the Capital Budget, including 5-year program uploads, monthly forecasts, and variance analyses.
  • Maintain and update the PowerPlant System for funding projects and work orders.
  • Ensure project readiness for accounting completion, verifying payroll, invoices, and materials.
  • Lead meetings with management to discuss the Capital Program and active projects in detail.
  • Foster collaboration across departments to streamline project tracking and financial processes.

Qualifications and Skills:

Education:

  • Required: High School Diploma or GED.
  • Preferred: Bachelor’s degree in Accounting, Finance, Engineering, Construction Management, or related field.

Experience:

  • Project Controls Analyst I: Minimum 7-8 years of relevant work experience. College education may substitute for related experience.
  • Project Controls Analyst II: Minimum 2-3 years in Analyst I role or 10 years of relevant experience, with 2 years in engineering/construction project controls.
  • Preferred: Experience in engineering and construction project controls.

Knowledge/Skills/Abilities:

  • Strong skills in cost management, scheduling, project planning, and estimating.
  • Proficiency with Microsoft Excel and Access.
  • Effective communication skills to collaborate with internal teams, suppliers, and external stakeholders.
  • Preferred: Experience in budget, cash flow, and schedule development, with familiarity in related systems.
