Project Controls Specialist (Hatch Associates Consultants, Inc., Tampa, FL): Deliver industrial project controls, including estimating, cost management, planning and scheduling, Engineering, Procurement and Construction Management (EPCM) control, project accounting, trend and change management, progress measurement and evaluation, and project reporting. Generate cost reports including control budget, commitments, expenditure and forecasts on industrial project, and approve payment of invoices, manage claims response and settlement process. Develop master schedules loaded with hours and quantities, as well as associated basis of schedule documentation. Develop estimate plan, assemble estimate and produce basis of estimate documentation for Class 5 and 4 estimates. Develop and resource an appropriate staffing plan and ensure that the entire project team has the required resources for the work. Analyze cost performance through Earned Value Management (EVM) and prepare detailed forecast of remaining work by using confirmed prime contract scope, owner’s cost, staffing plan and definitive cost. Confirm progress measurement and earned value methodology and initiate progress reporting. Perform project KPI monitoring and reporting. Mentors Project Controls team to ensure that staff understands what is expected of them and have the necessary skills to execute the requirements.
Full time employment, Monday – Friday, 40 hours per week.
MINIMUM REQUIREMENTS:
Bachelor’s degree in Engineering, Construction, Business Administration, or a related field, and 10 years of work experience in an industrial mining and metals project environment. In lieu of a Bachelor’s degree, employer will accept an additional 2 years of experience in an industrial mining and metals project environment.
Of the required experience, must have 10 years of experience in each of the following:
• Utilizing Oracle Primavera P6 to develop critical path method (CPM) schedules of various levels (L1, L2, L3, L4), from conception through engineering, construction, commissioning, start-up and closeout phases;
• Reviewing Facilities Breakdown Description and determining key project milestones;
• Determining preliminary sequencing of engineering, procurement, construction and commissioning activities;
• Soliciting construction contractor input to determine construction duration, and vendor input to determine fabrication delivery duration;
• Creating activity codes and mapping Advanced Work Packaging Structures (EWP, PWP, CWP);
• Using the engineering and construction estimates to perform resource and quantity loading of the P6 schedule and create loading curves;
• Creating Basis of Schedule document to capture all schedule assumptions;
• Providing engineering progress and Earned Value Management by creating package-level (EWPs) cost control spreadsheets based on the deliverable list;
• Assembling and validating progress using accrual profiles and status of engineering documents;
• Analyzing performance and comparing planned hours and costs, with actuals and earned at the EWP level;
• Calculating CPI and SPI;
• Loading engineering budgets in hours and costs at the Engineering Work Package (EWP) level in Cost Management System SAP;
• Creating complete structure, including WBS, Networks and Activities in SAP;
• Generating reports from SAP and performing analysis, including invoice logs, actual hours and costs, and four-week manhour spent;
• Providing cost control and change management, including creating package level control budget using the approved estimate, capturing commitments based on contracts and Purchase Orders by package, forecasting costs per package and document variances through the trend register and approved trends, managing accrual data for the client and incorporating these into the cost reports, and generating payment certificates to document invoices approval.
Must have 2 years of experience in Cost Estimating, including managing and reviewing work of estimators and producing Class 5 and 4 estimates.
Domestic travel required up to 5%.
