Nature Of Work
An employee in this class is responsible for tasks of considerable difficulty involving a variety of capital improvement project assignments which may include project development, construction administration, building inspection and consultant, and user department coordination. Under direct supervision the employee is required to exercise considerable initiative and independent judgment in selecting work methods and formulating sound recommendations. This position requires a high degree of technical knowledge in the areas of project production, inspection and administration. Work is reviewed through conferences, reports submitted, and results obtained.
Examples of Duties
Coordinates and implements the following depending on the area of work: development of capital improvement projects, including scope development, business development programs, estimates, project schedules, business inquiries, and coordination with departments and consultants.
Reviews project documents prepared by others to assure compliance with agreement requirements.
Responsible for preparing, tracking, and managing project related budget. Assist in the development of annual reports Performs miscellaneous duties including: various and multiple project coordination; participation in special projects and feasibility studies; and emergency response assignments.
Performs related work as required.
Contract Administration Area
Prepares construction and environmental permit applications, including actually filing, tracking, and resolution of issues in order to facilitate overall construction process; identifies property marks and sewer lines in city for construction project.
Oversees flow of paperwork such as shop drawings, material submittals, and supplementary drawings during the construction administration portion of architectural projects.
Reads and interprets plans and specifications to facilitate proper construction materials, etc.; reviews construction activities while in progress and upon completion to assure conformance with plans, good engineering practices and establish work methods and procedures; notifies inspectors if other problems are observed on inspection to facilitate corrective action; maintains on-going monitoring of contracts to ensure compliance with city regulations or requirements.
Assists the City Architect in coordinating with consultants and various user departments; coordinates with the City Surveyor’s office; participates in review of bids for determination of award recommendations; participates in construction phase issue resolution.
Economic Opportunity Area
Coordinates and implements business development programs. Coordinates land development inquiries and opportunities.
Supports place-based economic development projects, including those in the City’s designated Opportunity Zones. Supports efforts to drive targeted business sectors such as tech and innovation. Supports the Quality Targeted Industries (QTI) Program or similar type programs.
Works with the City’s Community Redevelopment Area staff, and community representatives to implement projects and reach goals.
Coordinates development agreements to assure compliance with agreement requirements.
Participates in the acquisition, marketing, and disposition of city-owned real estate.
Community Redevelopment Areas (CRAs)
Prepares and/or reviews Purchase/Sale contracts and/or lease for the acquisition/disposition/leasing of real property owned by or being purchased by the CRA.
Assists with business inquiries as one of the primary points of contact for economic development and redevelopment projects. Assist in the preparation of RFQ/RFPs for redevelopment of CRA owned properties. Assist prospective businesses with research, data gathering, and preparation of submittal of business prospectus. Assist with marketing of redevelopment projects using various social media outlets.
Makes public presentations to a wide variety of organizations, stakeholders, and civic groups. Participates in public planning meetings.
Conduct research for development of cash incentives to stimulate investment.
Oversees and contracts maintenance and management of CRA owned properties. Keeps current insurance, property tax, and trespass warrant authorizations on all CRA owned properties.
Oversees and works with City Attorney’s Office and outside counsel to accomplish the disposition of CRA owned properties within requirements of Florida State Statute 163, Part III.
Knowledge, Skills & Abilities
Considerable knowledge of: principles and practices in the area of architecture and building construction and inspection; federal, state, and municipal rules, regulations, ordinances, and applicable building codes; building construction technologies; architectural drawings production techniques; information management techniques. Some knowledge of: architectural specifications production.
Ability to: coordinate and review the work of others engaged in a variety of architectural assignments; read and interpret architectural and engineering plans and specifications; read and interpret survey data and drawings; analyze architectural data and draw sound conclusions; prepare and submit detailed, clear, and concise reports, both oral and written; trains others; establish and maintain effective working relationships with employees, officials, and the general public.
Minimum Qualifications
Graduation from an accredited college or university with a bachelor’s degree in public administration, business administration, urban planning, architectural, engineering or building construction oriented field and three (3) years in project management, drawings production and building construction, community development, or urban planning and redevelopment experience.
An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job related competencies noted above.
Licenses or Certifications
Possession of a valid Florida driver’s license required.
Examination
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
Comments
Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
