The Capital Improvements Division of the Pinellas County Public Works Department is seeking a motivated and collaborative Project Coordinator with effective communication skills to assist with the planning, development, and management of transportation projects. Join our APWA-accredited Public Works team in serving Pinellas County through the administration of CIP projects with a focus on civil projects. The CIP is stably funded through a 1% sales tax (Penny for Pinellas ) and affords an exciting opportunity to develop a diverse and interesting portfolio of projects in the most densely populated county in Florida.
The Project Coordinator position is responsible for the planning, development, design, and management of transportation projects, such as bridges, roadways, sidewalks, trails, and signals, within the Transportation Engineering Section. The position is responsible for projects from inception through bidding and continues to provide support throughout the construction phase. The position is independent, handles a high volume of work, and includes building internal project teams and managing consultant teams.
Most CIP projects are designed and permitted by consultant teams managed by County staff; however, some smaller projects are designed and permitted in-house. The incumbent will be responsible for comprehensive project management and will be expected to meet approved schedules and budgets. As Project Coordinator, this position manages the delivery of 4-8 projects at any given time.
Duties include but are not limited to development and oversight of project budgets and schedules; contract administration; coordinating with internal and external stakeholders; performing reviews of engineering plans and bid packages, technical memos and studies; and addressing design related issues during construction.
What Would You Do?
- Initiates, plans, coordinates, and over-sees assignments and projects;
- Manages consultant teams in the design and preparation of construction plans for various types of transportation projects;
- Develop Requests for Proposals (RFPs) and evaluate submittals;
- Perform quality control reviews on project deliverables such as plans, specifications, quantities, and cost estimates.
- Researches and gathers required data to evaluate objectives, goals, and scope of projects and specifications;
- Maintain project files and document project meetings.
- Oversees projects and creates reports for upper management;
- Ensures projects progress on schedule and addresses any delays resolving problems in a timely manner;
- Evaluates and inspects progress on assigned subject matter area of responsibility, monitors progress, and reports to senior management;
- Coordinates the strategic planning process for the development and implementation of integrated strategic plans, policies, and processes;
- Analyzes results, monitors progress, evaluates changes, and negotiates change management implementation;
- Serves as interface and liaison for finance and budget, linking budgeting to the business objectives;
- Develops and establishes appropriate communications and manages a proactive approach to information dissemination to all levels of County employees;
- Examines and evaluates best practices of other departments, governments, agencies, or private sector organizations for potential departmental process improvements;
- Leads or participates in cross functional project teams;
- Performs bid review and purchase order requisition;
- Performs other related job duties as assigned.
What Do You Need To Have?
- Eight (8) years of technical and professional level experience in the assigned subject matter area of responsibility that includes one (1) year of supervision or supervisory training; or
- A Bachelor’s degree in information technology, business, finance, public administration, construction management, engineering, project management, or a related field and four (4) years of experience as described above; or
- A Master’s degree and two (2) years of experience as described above; or
- An equivalent combination of education, training, and/or experience.
- Certification in assigned subject matter area of responsibility and/or project management.
- Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
- Other highly desirable knowledge, skills, abilities, and credentials required for a specific position.
