Atkins is currently initiating a search for a Project Finance Business Partner to be based in our Tampa, FL office. Other Atkins offices considered. Be involved in projects with our Project Accounting Team and be a part of a growing organization that meets our client’s objectives and solves their challenges.
In compliance with company policy, Generally Accepted Accounting Principles, and Sarbanes-Oxley requirements, supports Project Manager (PM) with project initiation, ongoing support, and project close-out. May provide guidance and mentorship to junior professional staff.
This is a hybrid position that requires to be on-site at least 3 days a week.

This Opportunity provides project accounting and financial specialist support and guidance to a project team.
How will you contribute to the team?
- Responsible for lifecycle project accounting from project initiation through project close-out. Create projects in Oracle, track project progress and budgets, validate billing in support of PM and FSSC, initiate financial project close-out, reconciliation of Accounts Receivable and Unbilled/Unearned Services.
- Participate in project accounting kick-off meetings, particularly for large and red zone projects, to ensure that client billing requirements are proactively documented and addressed. Drive Subconsultant flow-down of billing requirements.
- Partner with the Project Manager and project team to establish the initial project budget, and update budgets as needed when contract modifications or budget changes arise.
- Understand and verify contract and contract variations including change order terms and amendments as they relate to funding. Maintain Oracle contract funding and archive contract documents for internal and external audit support.
- Work independently to manage own project portfolio. Analyze project cost and revenue, ensuring accurate project profit and loss calculations. Review BAC, EAC and ETC values on the PSR and dashboards; evaluate project KPIs for any items that need to be escalated for review by the Project Manager.
- Analyze unbilled transactions; collaborate with Project Financial Managers and Finance Director to resolve unbilled revenue issues that prevent invoicing client. Create and workflow Credit Memos and Invoice Cancellations for approval.
- Generate monthly billing projections and monitors throughout monthly billing cycle. Provide Project Finance Manager information that might impact billing projections.
- For large or complicated projects, responsible for ensuring draft invoices from billing agents follow contract requirements, identifying any corrections needed, obtaining Project Manager documentation and approval. Monitor billing team service level agreements and billing schedules.
- Support subcontract management and coordinate with Subcontract Administrators. This includes review of purchase orders for subconsultants and follow up on subcontractor payment requests with Accounts Payable.
- Provide guidance to Billing Agents on the transfer of project costs in compliance with US established accounting practices and guidelines.
- Maintain project data flex fields (PFFs) ensuring data quality, control standards, and procedures are in place to facilitate financial reporting.
- Attend project review meetings to inform the team regarding the status of project financials, articulating problem projects and following up on any identified actions as discussed.
- Remain current in latest project accounting principles, software applications and subject matter.
- Exercise responsible and ethical decision-making regarding company funds, resources.
- Conduct, and adhere to Company Code of Conduct and related policies and procedures.
- Perform additional responsibilities as required by business needs.
What will you contribute?
- Bachelor’s Degree in Accounting, Business, or closely related discipline (or demonstrated proven equivalent experience).
- 4years of relevant post education experience in project accounting, project contracts and change order documents.
- Knowledge of project accounting principles, practices, and methods and their application to project work-related issues.
- An analytical mindset with ability to exercise sound independent judgement in evaluating situations and making decisions with financial implications to the company.
- Critical thinking and problem-solving skills required to apply learned subject matter and technical knowledge to reach conclusions from data collation, documentation, statistical analysis, and arriving at the most effective, economical, and logical solution.
- Effective interpersonal and communication skills when interacting with others, expressing ideas effectively and professionally to an accounting and non-accounting audience.
- Self-leadership with attention to detail, accuracy, multi-tasking, and prioritization of responsibilities in a dynamic work environment.
- Ability to work independently with minimal supervision, as well as part of a team to meet business objectives.
- Proficient with technical writing, office automation and accounting software, technology, math principles, spreadsheets, MS Excel, pivot tables, formulas, data format/sort/filter, predictive models, and tools.
- Proven track record of upholding workplace safety and ability to abide by Company’s health, safety and drug/alcohol and harassment policies.
- This is a professional role and as such work deadlines and work hours may extend beyond a typical workday.
- Occasional travel may be required depending on project-specific requirements.

- Familiarity with Oracle EBS.
