Position Summary:

This is a civil engineering position responsible for the management of multi-component projects of various sizes and complexities. These projects cross multiple business units, departments, or operations. The projects managed have high project visibility, impact, and risk at the Department or City level. This position manages project elements, contractors, consultants, vendors, and outcomes. This position maintains effective interfaces with City staff, outside utility companies, contractors, other government agencies, and the public. This position plans, budgets, oversees, and documents all aspects of specific projects. The engineering work is under the supervision and direction of the City Engineer.

Essential Duties and ResponsibilitiesThe following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

  • Develops and prepares scope of work, specifications, construction cost estimates, and project schedules for a variety of projects that vary in size, cost, and complexity.
  • Performs project management work by providing project planning, direction, and leadership to implement projects of varying sizes.
  • Works with project sponsor, stakeholders, and consultants to outline project goals, scope, deliverables, resources, budget, and timing.
  • Performs permitting work as needed or oversees consultants to obtain permits.
  • Works cross-functionally to solve problems and implement changes.
  • Reviews plans, specifications, and reports prepared by others for sufficiency, accuracy, constructability, and cost effectiveness.
  • Prepares bid documents, requests for proposals, requests for qualifications, and other public procurement mechanisms.
  • Reviews designs of City projects for compliance with City Code and Standards.
  • Represents the assigned projects at meetings, functions, and events.
  • Determines funding requirements, prepares project budget documents, monitors allocated funds, and controls expenses.
  • Develops and presents project documentation and reports.
  • Administers and inspects construction projects, reviews contractor schedules and submittals, and recommends approval of progress payments to the City Engineer.
  • Designs and/or implements minor/major engineering modifications or improvements to projects under construction.
  • Analyzes data to determine project effectiveness and implements project/program adjustments.
  • Performs other related duties as required.

  • Ability to manage project budgets and schedules.
  • Ability to read and accurately interpret plans and technical specifications.
  • Ability to write scope of work, technical specifications, and correspond effectively with internal staff, various regulatory agencies, consultants, vendors, and the public.

Education and Experience:

  • Graduation from an accredited college or university with a Bachelor of Science of Civil Engineering, Bachelors of Science in Civil Engineering, Bachelors in Construction Management, or related field.
  • Three (3) years of experience in the construction management and engineering field.
  • A combination of education, training, and experience may be substituted at the City Manager’s discretion.

Certificates and Licenses:

  • Possession of valid Florida driver’s license and be insurable by the City’s current insurance carrier.
  • Preferential consideration will be given to candidates with Engineer Intern (E.I.) or Professional Engineer (P.E.) license.

Emergency Responsibilities:
